Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Health Care Surveyor 4, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Health Care Surveyor under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Open Competitive: possession of a license and current registration to practice nursing in
New York State; a bachelor’s degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.
Preferred Qualifications: Knowledge of Hospital Surveillance recertification and complaint survey process and State and Federal laws and Regulations; strong leadership skills in management of professional staff and committee participation; supervisory experience; ability to motivate staff and correct performance issues; quality assurance and performance improvement experience; staff training/staff development experience; excellent critical thinking and problem solving; communication, computer, written and organizational skills; ability to function independently, prioritize and address multiple tasks and responsibilities; scheduling expertise. Strong acute care experience and/or dialysis experience.
Duties Description Under the direction of the Program Director, the Health Care Surveyor Nurse 4, ensures that surveyor staff follows the federal and/or state survey process, follows protocols and uses all appropriate survey tools. Supervises staff including submission of probation and performance evaluations reports within the required timeframes. Monitors and responds to staff leave requests and review travel and timesheets within the required timeframes. Trains new and existing staff. Ensures survey team develops and completes Statements of Deficiency using Principles of Documentation and reviews and approves Plans of Correction within required timeframes. Ensures surveys are scheduled, completed and closed within the mandated timeframes. Oversees and performs quality assurance/improvement activities Responds to telephone inquiries, complaints and assigns appropriate staff to investigate or review complaints/allegations. Interacts with facilities, agencies, providers and the public in a professional manner. Participates in emergency preparedness drills and responds to emergencies. Assists in coverage in the absence of the Program Director and participates in Area Office Director on-call.
Additional Comments Full time, permanent appointment. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation is required. Current and continued registration with the NYS Education Department to practice as a Registered Nurse is required for employment.

**Posted salary range includes the statutory hiring rate and job rate for PS&T Grade 24 ($88,161.00 $11,200.00) and an additional Geographic Pay Differential of $20,000
