Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 1, Grade 18/Mental Health Program Specialist Trainee, NS, position in the Division of Forensic Services (DFS), Bureau of Institutional and Transitional Services (BITS) Unit. DFS is responsible for managing, directing, overseeing and monitoring State mental health services to individuals involved with the criminal justice system, including: individuals with mental illness who are receiving inpatient, outpatient or community based services pursuant to Criminal Procedure Law (CPL) and Correction Law (CL); and sex offenders who are found to have a mental abnormality and confined to an OMH secure treatment facility, or released to strict and intensive community supervision and treatment, in accordance with Article 10 of the Mental Hygiene Law (MHL).

BITS is responsible for: designating forensic placements (CPL 730, CPL 330.20, CL 508, Part 57) in OMH facilities after court orders for hospitalization; providing support for the treatment and movement of forensic patients served by OMH facilities, exclusive of sex offenders covered under MHL Article 10; reviewing, on behalf of the Commissioner, applications for Jackson Relief, patient furloughs, transfer, conditional release or discharge and making related recommendations; monitoring CPL 330.20s in the community under outpatient orders of conditions; and coordinating and conducting National Instant Criminal Background Check System (NICS) reviews and evaluations. The incumbent of this position will be responsible for the coordination, oversight, and implementation of various tasks that support the work of BITS. Specific duties to be performed may include, but are not limited to, the following:

Coordinate administrative transfer requests for CPL 730 patients from secure to non-secure settings, ensure continuity of care and timely decision making.

Oversee and implement the CL 508 admission process including, but not limited to receiving and monitoring requests from local counties, coordination with forensic facilities to ensure clinical review and timely admission (if warranted), preparation of data reports, and technical assistance to stakeholders.

Monitor individuals in the community under CPL 730 outpatient orders; provide updated information and documentation to appropriate stakeholders including the courts.

Manage and monitor the CPL 730 length of stay data trackers, including the preparation of data reports to be shared with DFS leadership, forensic facilities, and local government entities. Ensure data integrity.

Oversee and coordinate the Jackson relief application process, including tracking of clinical documentation, court proceedings, and outcomes.

Review court orders and ensure appropriate movement of patients.

Review treatment movement documentation and assist in decision making regarding treatment progress and advancement in treatment.

Develop work products, policies, and procedural workflows to help improve the delivery of services in the forensic hospitals as well as within BITS.

Participate in bureau staff meetings, training, and take part in larger bureau system-level projects.

Work closely with research staff to develop electronic management tools and applications that increase productivity, efficiency, and enhance the delivery of treatment services.

Additional Comments The salary listed applies to candidates appointed to Mental Health Program Specialist 1, SG-18. The salary for candidates appointed to Mental Health Program Specialist Trainee 1 starts at $46,529 and, for current New York State employees, is based on the candidate’s salary at the time of hire.

The Division of Forensic Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. Guaranteed covered parking with exclusive employee entrance to office areas is available for $5/month.
