Minimum Qualifications Bachelor’s degree and three years of experience in intelligence analysis, or homeland security, counter terrorism or emergency preparedness analysis and assessment in a law enforcement, intelligence, homeland security, emergency management or response organization. A master’s degree may substitute for one year of experience.

Duties Description Duties included, but not limited to:
• Perform a full range of Homeland Security Analysis.
• Provide terrorist tactics and trends analysis in addition to the following types: infrastructure trend; program evaluation; fire, police, and EMS; risk; threat; cybersecurity, communications, public health, or emergency management; hazard; and/or public safety analysis as appropriate.
• Direct, plan, organize and conduct routine and complicated assessments, research, and studies.
• Supervise, manage, and lead site/field visits to gather information relevant to program operations and initiatives, organize, analyze, and interpret incoming reports, intelligence and investigative action ensuring all required staff activities are completed.
• Assess infrastructure risks and vulnerabilities, work with internal and external partners, review, evaluate, and comment on safety and security plans and concepts; identification of vulnerabilities at fixed facilities; making recommendations to improve the security of facilities; discover potential failures.
• Supervise the development and maintenance of collection tools utilized to support fieldwork.
• Serve as a security subject matter expert.
• Serve as team lead for virtual tour product collections at critical infrastructure sites.
• Manage the hostile vehicle mitigation program and equipment required to support large events and mass gatherings.
• Support research, analysis, and writing activities as required.
• Ensure equipment and data for the program is cared for and maintained appropriately.
• Engage with and support in security preparations for large events and mass gatherings.
• Timely develop professional findings, reports and other work products.
• Support activation at the Emergency Operations Center.
• Develop and maintain proficiency if the NY Responds System.
• Take part in professional development opportunities and maintain certifications to validate proficiency.
• Routinely work with sensitive information, requiring the ability to obtain a National Security Clearance.
• Travel may be required (approximately 40%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
• The appointed candidate will be required to obtain a National Security Clearance during their probationary period. Failure to obtain this clearance will result in termination. Additional details about this required clearance will be discussed during the job interview.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
