Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Care Financing Program Manager 2; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Health Care Financing Program Manager 2. Provisional Appointment: a bachelor’s degree in accounting, statistics, economics, finance, operations research, public health, health policy and management, health, public, and/or business administration, and seven years of experience in finance, two years of which must have been management of health care financing in one of the four areas below: Health care facility reimbursement,
Managed care capitation models,
Health care fiscal analysis, or
Health care fiscal policy development.

Preferred Qualifications: Strong leadership and critical thinking skills, exceptional analytical skills with Microsoft Excel, ability to solve problems independently, and knowledge in performing financial, statistical and database analysis. Professional work experience should include knowledge of NYS Medicaid policy and rate setting. The candidate should have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services. Additionally, an understanding of eMedNY, the Medicaid Data Warehouse (MDW), Salient, and Microsoft Office applications is preferred.

Duties Description Under the supervision and direction of the Deputy Division Director, the HCFPM2 will serve as Bureau Director and provide leadership in the development, implementation, management, oversight, and/or monitoring of the Medicaid Global Spending Cap, the Medicaid Drug Cap, Medicaid Rebates, and a variety of supplemental Medicaid programs including Upper Payment Limit program. The Bureau Director will oversee three G-27 Teams with a supporting G-29 Assistant Bureau Director.
