Minimum Qualifications In order to be considered for appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description These positions are located in the Environmental Science Bureau in the Office of Environment.
Under the direction of an Environmental Specialist 2, the responsibilities of the Environmental Specialist 1 may include, but are not limited to:
• Analyzing and researching environmental issues affecting the State transportation network by gathering data, writing, reviewing, and editing reports, and making recommendations to higher level management;
• Advising construction, design, highway maintenance, and other program areas on environmental rules and regulations and contributing to the creation or refinement of policy, procedure or guidance related to a variety of environmental topics applicable to transportation projects or operations;
• Assisting project staff on environmental tasks such as preliminary screenings, permit applicability review and application preparation, and similar tasks, as well as the environmental process as it relates to federal, State, and local regulations and requirements;
• Acting as a liaison with a specific agency/region or a point of contact for a specific environmental topic
• Becoming familiar with a variety of environmental topics and the NYSDOT’s Project Development Process as resource needs occur
• Providing technical expertise and assistance in a variety of assignments related to environmental impacts of transportation projects and programs, including the review of proposed Department projects, environmental permits, field studies and consultation/coordination with regulatory agencies; and
• Contributing to the creation, scheduling and implementation of training on environmental topics.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
