Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a M-2/SG-27 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Ten years of experience planning, directing, and coordinating the storage and distribution of physical products and materials in a warehouse, product distribution center, or mail distribution center. At least three years of this experience must have included direct supervision of warehouse, product distribution, or mail distribution center staff. A bachelor’s degree will substitute for up to four years of the non-supervisory experience at the rate of 30 semester credit hours equaling one year of experience.

Duties Description The Assistant Director, Support Services, will be responsible for the day-to-day administration, supervision, and management of the five entities within Support Services: Consolidated Warehouse & Distribution Operations, Surplus Property, Mail & Freight Operations Center, Food Distribution, and Emergency Management & Planning. This role will involve direct and indirect management of over 100 employees involved in these functions and will have significant policymaking and decision-making responsibilities over these enterprise-wide entities, serving as a key liaison with Control Agencies and the Executive Chamber.

Specific duties may include, but are not limited to the following:
• Participate in the development of annual budget requests and fiscal projections for use in the preparation of the program budget request.
• Coordinate inter-agency and inter-program efforts to increase efficiency and economy in the provision of goods and services.
• Participate in the agency internal controls program through the review and critique of annual testing submissions and vulnerability assessments.
• Day to day management of the entire Support Services Group alongside the Director.
• Oversee the development and implementation of production control policies and procedures governing inventory, storage, and shipping to ensure that client requirements are consistently met.
• Oversee the OGS executive liaison with state and federal disaster operations (e.g., Division of Homeland Security and Emergency Services, and the Federal Emergency Management Agency).
• Coordinate efforts with emergency management and disaster preparedness governmental and related organizations to ensure effective implementation of OGS’ emergency management preparedness program and compliance with laws and regulations.
• Prepare budget recommendations to operate and maintain physical plant maintenance and rehabilitation, equipment maintenance or replacement, and additional staff.
• Review operations to maximize storage and distribution efficiency and minimize related costs.
• Review and recommend capital improvement and equipment purchases referred by the Director of Support Services.
• Perform management analysis and organization studies to review existing policies and procedures.
• Responsible for the scheduled daily mail and freight courier service for a variety of state agencies, authorities, and commissions to and from over 150 locations throughout the state, and the provision of inserting operations and discount mailing services for over 20 State Agencies.
• Prepare budget recommendations to operate and maintain physical facility maintenance and rehabilitation.
• Participates in and represents the OGS Consolidated Warehouse in safety committee meetings with partner agencies, helping to set policies and best practices statewide.
• Serve as the principal representative for the facility in communications or meetings with supply contractors, manufacturers, and representatives from various NYS agencies.
• Oversee the acquisition of surplus property from the Federal Government for fair and equitable transfer to authorized organizations to be used for public purpose, and the repurposing of state surplus property for interagency transfer, or by generating the most revenue practicable through live public auctions and on-line sales.
