Duties Description The New York State Office of Parks, Recreation, and Historic Preservation (OPRHP) Finger Lakes Environmental Field Team, proposes 22.6 miles of trails, including six miles of snowmobile trails, be surveyed and controlled for invasive plant species and invasive Hemlock Woolly Adelgid (HWA) on OPRHP property at Harriet Hollister Spencer (HHS) State Recreation Area. Left untreated, terrestrial invasive plant species and invasive tree pests interfere with trail-user experience by degrading ecosystem health and biodiversity and causing dangerous tree mortalities.

This position will ensure stewardship principles are balanced with enhancing outdoor recreational opportunities and to identify and prioritize significant habitats in need of restoration from invasive species. In warmer months, there will be approximately 70% field time, while a 50/50 split between office and field time during colder months.

Primary activities include (but are not limited to), surveying and controlling for invasive plant species and invasive Hemlock Woolly Adelgid across 22.6 miles of trails, engaging local trail user-groups and adjacent public, private, and non-governmental organization landowners, facilitating improvements to access via signage and formalized management agreements with local partners, and coordinating needs between in-agency groups.

Outreach to local trail user-groups and adjacent public, private, and non-governmental organization landowners, will be conducted at the beginning of the project to create partnerships that can inform management strategies and work to combat HWA and control invasive species at a landscape scale.

HHS access improvements will also be included in this position as HHS is a park in need of signage and management agreements with local partners. This position will work to advance environmental resource protection and sustainability in the management of trails, and promote communication, cooperation, and coordination among all government entities, landowners, user groups, and other non-governmental organizations involved in trail management, and maintenance.

Facilitating and coordinating In-agency communications between State Parks Trail Crew, Maintenance and Operations Staff, Environmental Field Team, and FORCES Volunteers will be vital for this position. A large part of communications will be coordinating in-agency groups needs and help with primary project goals.
The incumbent will work with others to create relevant signage that will appeal to patrons of all backgrounds and abilities. When primary project tasks are completed, the incumbent may also be asked to act as Park Staff support in the minimal maintenance tasks at HHS.
Support for this position will be provided by both Environmental Field Team Staff based at the EFO, and Park Staff based at Stony Brook State Park. A significant portion of this position will be spent working completely independent from other team members and comfortability remaining on task and productive in this scenario without direct oversight will be imperative.

Work conditions include uneven terrain, heat, cold, rain, snow, and frequent exposure to poison ivy, thorns, ticks, wild parsnip, and biting insects. Employees will be required to work two weekends per month and may be required to extend past normal work hours to accommodate specific time-consuming tasks but will not exceed the typical work week hours. Be aware that bathroom when on site at HHS is composting toilet only, and there is no running water. Nearest support when at HHS is located at Stony Brook State Park.

OPERATING NEEDS

• NYS native and invasive plant identification experience.
• Experience with detailed data and project management.
• Experience with mapping and GPS/GIS. Must be able to make concise and usable maps using data collected on handheld Garmin devices or tablets throughout the season.
• Experience with field surveys and monitoring, and ability to perform repetitive work carefully and diligently.
• Independent, organized, and comfortable leading a volunteer team in a field setting.
• Familiarity with hemlock woolly adelgid, and hemlock identification and basic biology.
• Professionalism and clear communication will be exceptionally important to aid in the success of this project.
• Reliable transportation to and from work location and a valid Driver’s License.
o State vehicle available for use from EFO when traveling to HHS
• Must have strong communication skills and the ability to interact with the public and park staff.
