Minimum Qualifications Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Duties Description POSITION DESCRIPTION:

The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a creative, innovative leader who is capable of executing strategic decisions to serve as Deputy Director of Regional Office Region 2 – Sunmount/Northern Central New York District. This position serves at the pleasure of the Commissioner of OPWDD.

The Regional Office Region 2 supports people with developmental disabilities who reside in the following counties: Broome, Cayuga, Chenango, Clinton, Cortland, Delaware, Essex, Franklin, Hamilton, Herkimer, Jefferson, Lewis, Madison, Onondaga, Oswego, Otsego, Oneida, St. Lawrence, Tioga, Tompkins. Travel to all counties in Regional Office Region 2 will be required and there is the potential for occasional travel to other areas of the state; with particular emphasis in the (6) counties within the Sunmount District of the Region (Clinton, Essex, Franklin, Hamilton, Jefferson and St. Lawrence) and 4 counties within the Central New York District (Lewis, Onondaga, Oswego and Oneida). The partnering Deputy Director will have direct oversight of the other 10 counties of Region 2. Overlap and coordination of shared responsibilities with partner Deputy Director will be expected, as will travel to all districts within the Region, as well as occasional travel to other parts of the state. Responsibilities may include oversight of specific functions in the Regional Office that cover that entire region.

The candidate selected will serve at the executive level as a member of the leadership team for the Regional Office. Region 2 executive leadership team consists of a Director, (2) Deputy Directors and (3)Developmental Disabilities Program Specialist IV (DDPSIV). The selected candidate will report to the Director of the Developmental Disabilities Regional Office 2 and will work with the Director, Deputy Director of Broome/Southern CNY, the 3 DDPS IVs, and the management team to foster and support a collaborative workforce and to ensure excellent quality in Regional Office operational standards. A commitment to collaborating with all stakeholder groups as well as a commitment to a leadership strategy of “Putting People First” is essential.

The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. In line with our dedication to “Putting People First,” the Deputy Director will also provide leadership, commitment, and support to people with developmental disabilities, their family members, voluntary provider agencies, local government and other stakeholders.

PRIMARY DUTIES AND RESPONSIBILITIES:

Under the general direction of the Director, DDRO, the Deputy Director DDRO Region 2- Northern/Central New York District is responsible for assisting with the direction and oversight of voluntary service provider program planning, development, technical assistance and oversight, and individual service eligibility, access, and referral programs in 10 counties within Region 2. The Northern/Central Deputy Director will collaborate with the Southern/Central New York Deputy Director to support the 3 Developmental Disabilities Program Specialists IVs that oversee the 9 divisions that make up the Regional Office responsibilities. Divisions include Eligibility, Front Door, Waiver Enrollment, Self-Direction, Housing, Crisis, Development, Fiscal, and Quality Management/Technical Assistance.

Principal duties include the following:

•Assist with local level efforts to advance OPWDD priorities;
•Coordinate and oversee ongoing services and supports;
•Represent the needs of and opportunities within the region to key decision makers within OPWDD and external groups;
•Maintain regular and high-quality communication with voluntary providers through meetings, as required;
•Ensure ongoing communication and collaboration with peers from other state agencies and units of local government who provide supports to the individuals and families we serve; and
•Ensure that the Regional Office is considered a valuable resource by individuals, our provider network, local agencies and elected officials and OPWDD administration.
