Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55 b/c service in a title allocated to SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-13 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Education Program Assistant 1 position in the Office of Career and Technical Education (CTE). This Office is responsible for the oversight of Driver and Traffic Safety Education (DTSE) program approvals and all DTSE courses offered by public and non-public secondary schools, colleges, and BOCES. Duties of this position include, but are not limited to, the following:

• Process applications and amendments for DTSE program approval;
• Process driving teacher (MV-283) applications;
• Track teachers’ and driving instructors’ professional credentials;
• Communicate with DMV to share information regarding program approval and driver qualifications;
• Process requests for driving teachers’ replacement MV-283 cards;
• Maintain program database, electronic files and long-term physical records;
• Provide direct technical assistance to public and non-public secondary schools, colleges, and BOCES;
• Prepare reports, application materials, and correspondence using Access 2016, Excel, Teams, OneNote, and other MS Office applications; and
• Support other CTE Office protocols as required.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $41,634 (Trainee 1- NS equated to SG-11)
• $46,529 (Trainee 2- NS equated to SG-13)
• $49,202 (Full Performance level SG-14)

This position leads to a maximum salary of $62,806 based on annual performance advances and traineeship advances.
