Duties Description The Office of Parks, Recreation and Historic Preservation is seeking to hire a Senior Budgeting Analyst or a Budgeting Analyst Trainee in the Finance Bureau’s Budget Unit.
Duties include but are not limited to:
1) Budget Preparation:
• Use Call letter to request proposals, budgets, projections, plans from various programs.
• Analyze results from Bureaus, Regions, etc. to confirm appropriation authority is sufficient for Agency needs/projections/programs/plans
• Develop draft Agency Budget Request for Executive & Finance Director review
• Update appropriate forms, projections & plans to submit Request and respond to inquiries
2) Budget Certificate Process:
• Prepare budget certificates, Agency KK budgets in SFS, project allocations, project parent/child budgets, transfers, suballocations, etc.
• Establish funding for Capital, Operating & Local appropriations and provide updated allocation worksheets/projections
• Update Allocation worksheet, BETS, Capital Project Tracking – CTS with budget information
3) Budget Implementation:
• Compare Agency Budget Request with Enacted Budget and create lapsing lists & review lapsing reports from OSC as needed – providing outreach and doing clean-up to appropriations as needed
• Prepare budgets, cash flows, payroll projections, and spending plans by fund/project/program including cash vs accrual basis
• Provide analysis of projected vs actual expenses – as well as monthly status reports by fund
• Update PAYSR position pools – COAs or Items funded
• Research financial questions for Bureaus, Regions, Agency & Non-Agency staff (BSC/OSC)
• Some systems used are: SFS Financials & SFS Analytics, Capital Project Tracking CTS, BETS for Operations budgets, PAYSR & Payroll Grid, HRIS, DOB Agency Spending, and many Excel documents & access databases
4) Special Projects/Customer Service:
• Create Income Statements/Profit & Loss reports/Capital Bonding lists
• Establish, track and monitor a Bond Act funding source for New York State Parks and assist in projections of this new funding source.
• Set up Disaster funding & complete corresponding timely & accurate reporting
• Run adhoc reports & queries as needed
Additional Comments Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or the Senior Budgeting Analyst titles. Included below is a breakdown of the salary at each level of the traineeship.
Contract Management Specialist Trainee 1, SG-13 - $46,529
Contract Management Specialist Trainee 2, SG-14 - $49,202
Contract Management Specialist 1, SG-18 - $61,270-$77,912
