Duties Description The Office of Parks, Recreation and Historic Preservation is seeking to hire a Contract Management Specialist 1 or Contract Management Specialist Trainee in the Finance Bureau. This position will work with parks’ bureaus and prime contractors to implement goals for the Diversity programs and then follow contracts through to their completion by tracking the compliance of these goals. Potentially this position will supervise hourly staff.
Programs within the unit:
Minority and Women owned Business Enterprise Program (MWBE)
Governed by executive article 15-A, the initiative started in 2012 with a statewide utilization goal of 20%. The goal was, when applicable, to incorporate 20% MWBE participation into Agency contracts. This percentage grew to 30% in 2015. There are regulations that dictate contract thresholds and how goals are to be applied. Our unit oversees the implementation of these goals and monitors compliance of contracts where these goals have been incorporated.
Equal Employment Opportunity Program (EEO)
All contracts as defined under article 15-A must provide EEO reporting. This data is based on workforce utilization. Collectively it will be used for a study to track the diversity of employees and their wages. This is a subset of the MWBE program
Service Disabled Veteran Owned Business Program (SDVOB)
Governed by executive article 17-B, the initiative started in April of 2016 with a statewide utilization goal of 6%. There are regulations, similar to those for MWBE, that dictate contract thresholds and how goals are to be applied. Our unit oversees the implementation of these goals and monitors compliance of contracts where these goals have been incorporated.
Job Duties (standard but not limited to):
- Creation and monitoring of utilization plan submittal
- Assisting contracting units as well as Prime contractors to navigate the rules of the programs
- Evaluation of utilization plans
- Drafting of waiver requests
- Activation of contracts in the NYS Contracting System (NYSCS)
- Tracking of Prime compliance
- Entry of Prime payment statements
- Business Office Procurement review (assessment form processing)
- B1184 MWBE request entry
- Report Generation using the NYSCS
- EEO Compliance tracking
Additional Comments Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Contract Management Specialist Trainee 1, Contract Management Specialist Trainee 2, or the Contract Management Specialist 1 titles. Included below is a breakdown of the salary at each level of the traineeship.
Contract Management Specialist Trainee 1, SG-13 - $46,529
Contract Management Specialist Trainee 2, SG-14 - $49,202
Contract Management Specialist 1, SG-18 - $61,270-$77,912
