Minimum Qualifications Bachelor's degree in Finance, Accounting or related field; 5 years of experience in accounting and/or financial analysis and 2 years of supervising staff.

Duties Description Serving as the Assistant Commissioner for CB, this position will be responsible for the coordination between NYSCB personnel and the office of the Associate Commissioner, strategic program planning, participating in the development of management policies and procedures, legislation, the development of quality standards for CB and overseeing CB operations in the Associate Commissioner’s absence.

In this role, the incumbent will be responsible for the following duties:

• Coordination of annual budget materials by analyzing prior year’s expenditures such as contract payments, case service costs, etc. for review by the Associate Commissioner

• Maintaining and evaluating State and Federal appropriations for all Vocational Rehabilitation and Non-Vocational Rehabilitation Programming

• Overseeing the preparation of grant proposals and Invitation for bids and the issuance of the resulting contracts for numerous programs

• Providing oversight to the bureau directors in developing the Commission’s administrative policy by analysis of Federal and State Rules and Regulations

• Supervising staff to ensure all fiscal responsibilities and payments to contractors are made in accordance with protocols and reporting requirements, as well as ongoing adherence to NYSCB LEAN Concepts.

• Overseeing the strategic development of new Requests for Proposals (RFPs), Contracts, Memoranda of Understanding (MOA) and Letters of Agreement (LOA).

• Directly supervising the Director of the Business Enterprise Program and the Chief Fiscal and Program Support staff; as well as the implementation of Revenue Contracts for Business Enterprise Program Vending Operations.

• IT responsibilities related to the accessibility of all NYSCB processes for Blind staff, including working with ITS and OCFS to update protocols and practices related to accessible platforms. Coordinate staff software upgrades and case management accessibility.

• Contributing to Empire State College program coordination with Associate Commissioner.

Additional Comments Background Investigation Requirements:

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
