Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.

52.6 Transfer:
For a 52.6 transfer to a Business Systems Analyst 1 (Payroll Systems), SG-18, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 2).

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

55 b/c Appointment:
For a 55 b/c appointment, you must:
• Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement.
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description • For projects undertaken within the Bureau under the Payroll Enhancement Program special projects performs a variety of tasks within each of the Business Analysis Body of Knowledge (BABOK) knowledge areas with considerable autonomy. Aid in managing the processing of programs on the PayServ batch schedule including security.
• Solution Assessment: Defines the business needs driving the need for a project; assesses capability gaps of existing solutions; defines the business case for a new/modified solution; assesses organizational readiness to implement a new/modified solution; and defines transition requirements to implement a new/modified solution
• Solution Validation (testing): Validates that solutions meet business needs (by developing test data and scenarios, testing system functions, and documenting results); evaluates solution performance against business goals and objectives
• Business Analysis Planning & Monitoring: Conducts stakeholder analyses; assists in planning BA activities
• Requirements Elicitation: Prepares for elicitation activities; conducts elicitation activities; documents the results of elicitation activities; confirms the results of elicitation activities
• Requirements Analysis: Assists in prioritizing requirements; organizes requirements into logical groupings; specifies and models requirements; defines assumptions & constraints of solutions (at any point in their lifecycle); verifies requirement quality; validates requirement value
• Requirements Management & Communication: Assists in managing solution scope and requirements; assists in managing requirements traceability; maintains requirements re-usability for future business events/initiatives; prepares requirements packages; communicates requirements
• Solution Implementation: Develops training and user support materials; assists in updating organizational process assets (such as procedure manuals or other documentation)
• Participate in development of a variety payroll projects that include tax re-engineering, Earnings Audit and Deductions and worker’s compensation Writes agency business analysis standards and process documents.
• Assist in the development procedures and documentation surrounding Payroll’s new E-Pay online service system.
• Analyze and research other state’s protocol’s surrounding security, user life cycle and user management.
