Minimum Qualifications FCC General Radio Telephone operators permit; FCC Technician Class Amateur Radio license and a Bachelors’ Degree in Electrical Engineering, Electronic Engineering, Applied Engineering, Physics or a related field and two years of experience as a radio systems engineer involving the development, the deployment, operation and maintenance of wireless and mobile radio or other wireless communication systems.

Note: A Masters Degree can be substituted for one year of experience.

OR

FCC General Radio Telephone operators permit; FCC Technician Class Amateur Radio license and six years of experience as a radio systems engineer involving the development, the deployment, operation and maintenance of wireless and mobile radio or other wireless communication systems.

Note: An Associates Degree can be substituted for two years of this experience.

Duties Description Develops and submits for approval an annual budget for DEC’s radio communications systems. Costs out new equipment, systems and repairs and recommends funding requests in DEC’s budget. Collaborates with users and staff to develop Purchase Orders and Requests for Proposals for the procurement of radio systems equipment and repair services. Reviews and evaluates invoices for radio systems equipment and services. Secures FCC licenses for radio repeaters, base and mobile radios, and microwave relays and maintains DEC’s database of 187 FCC licenses. Secures FCC licenses in conjunction with Canadian approvals or denials and creates engineering reports for the FCC to submit to Canada when license applications are denied.
Utilizes specialized terrain analysis software to create engineering studies for tower site location, tower site contours and radio path analysis. Evaluates FCC letters of concurrence statewide, uses engineering software and field studies to determine if FCC letters of Concurrence will create radio interference to the DEC systems. Makes decision for concurrence based on findings. Facilitate/oversee transition to P25 digital technology. Map expansion sites, predict coverage issues, uses the latest engineering techniques to solve P25 digital radio issues.
Makes recommendations and implements methods to optimize the performance of DEC Statewide Radio Dispatch system.
Plans DEC’s Office for Public Protection Statewide Dispatch system transition to P25 technology. Oversee P25 system design, P25 equipment choices, and coordinate equipment choices for best interoperability statewide with new County P25 911 systems.
Selects geographic locations to provide radio communication in areas of lacking coverage through use of engineering software, secures FCC licenses, creates agreements for tower co-location, bids tower site antenna installations, oversees system expansion.
Coordinates statewide projects executed by regional technicians, new tower site location, tower construction, creates co-location agreements with tower owners and DEC legal staff. Directs regional technicians solving interference issues with public and private radio system operators. Represents DEC statewide for FCC matters regarding radio interference. The statewide radio system has components located across the state at remote locations on mountain tops, and is critical for emergency response, it is necessary that the candidate be able to negotiate difficult terrain, be available for overnight travel, emergency response after hours, and able to work in adverse weather conditions.

The incumbent of this position will shadow the current Radio Engineer. This is a six-month temporary budgeted item with the likelihood of leading to a permanent position. Details will be discussed at the interview.
