Minimum Qualifications Assistant Research Scientist, Grade 14: Bachelor's degree in public health, health informatics, economics, health economics, finance, econometrics, business administration, statistics, mathematics, social sciences, engineering or a related field and one year of post degree professional research experience in the appropriate field. Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.


Research Scientist 1 (Health Economics), Grade 18: Bachelor’s degree in public health, health informatics, economics, health economics, finance, econometrics, business administration, statistics, mathematics, social sciences, engineering or a related field, and two years of post-degree professional research experience in the appropriate field; OR a master's degree in one of the above fields and one year of post-degree professional research experience in the appropriate field.

Research Scientist 2 (Health Economics) , Grade 22: Bachelor’s degree in public health, health informatics, economics, health economics, finance, econometrics, business administration, statistics, mathematics, social sciences, engineering or a related field and three years of post-degree professional research experience in the appropriate field; OR a master's degree in one of the above field and two years of post-degree professional research experience in the appropriate field; OR a doctoral degree in one of the above fields.

Preferred Qualifications: Knowledge of NYS Medicaid and/or Medicaid financing. Ability to create canned and ad hoc analysis of pharmacy trends within the Medicaid population. Proficiency in the use of SQL, Salient, SAS, and Excel, Word, and PowerPoint. Excellent communication and organizational skills. Work experience or coursework in statistics, healthcare/government finance, health/public policy, health administration, or health service research.

Duties Description "The incumbent will be assigned to the Bureau of Data Insights and Research, the Division of Data Analytics and Services at the Office of Health Insurance Programs (OHIP). The incumbent will work across Bureaus and directly with Pharmacy program staff and Division of Finance and Rate Setting to monitor and evaluate changes to the Medicaid Pharmacy program. The incumbent will act as a subject matter expert in the financial implications of converting Medicaid Pharmacy spend from a Managed Care benefit to a Fee for Service benefit. Specific duties include: developing and executing analytical reports and/or research activities to monitor Medicaid pharmacy spend, identifying trends in pharmacy spending, alerting senior leadership and division program staff of trend changes and providing information and tools for strategic decision making and planning in pharmacy fiscal trends and forecasting, conducting research on innovative methods and approaches to facilitating Medicaid cost management and effective provision of quality care. Specific research activities will be determined based on trend data but may include Medicaid spend in other areas or in drug spend among other states, and alternative fiscal models. Other duties and tasks may be assigned as appropriate.

If appointed at the Assistant Research Scientist level, the incumbent will perform these duties under the technical supervision of a higher-level Research Scientist; if appointed as a Research Scientist 1, the incumbent will perform these duties under general supervision; if appointed at a Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence."
