Minimum Qualifications Transfer candidates: Current Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Program Nurse, G-24 OR NYS employee with one year or more of permanent or contingent permanent competitive service in a position G-22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below open-competitive minimum qualifications.

Open-Competitive Minimum Qualifications: a bachelor's degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*.

Qualifying experience: For the purposes of this recruitment, examples of qualifying experience includes, but is not limited to, experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Examples of non-qualifying experience include but are not limited to: Experience in discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non qualifying.

Preferred qualifications: Clinical/management experience with providing nurse home visiting services to people who are pregnant, their infants and families, or clinical experience in midwifery, obstetrics, or neonatal nursing in an Article 28 birthing facility (or similar non-NYS facility); Public health program experience, such as oversight or implementation of a public health program or initiative, developing and implementing clinical guidelines or program policy; conducting quality improvement activities; program management or compliance monitoring; Knowledge of public health law and regulations, evidence-based perinatal-infant home visiting models, and/or standards of clinical care and practice for the perinatal population; Experience with program and grant management functions, including an understanding of contract budgets and workplans; and excellent written and verbal communication skills, including writing reports, clinical guidance, and health communications materials, as well as delivering effective presentations and public speaking.

Duties Description "This posting is for two Public Health Program Nurse (PHPN) positions: one in the Maternal & Infant Health Home Visiting Unit (HVU), the other in the Perinatal Regionalization Unit (PRU). These units are part of the Bureau of Perinatal, Reproductive, and Sexual Health (BPRASH). In either position, the PHPN will serve as clinical subject matter expert related to perinatal and infant health. The HVU oversees the federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant from the Health Services Resource Administration (HSRA). MIECHV is designed to improve health and development outcomes for at-risk children and families through evidence-based home visiting programs. In NYS, the initiative focuses on communities with higher rates of premature birth, low birthweight infants, and infant mortality. The unit supports Nurse-Family Partnership and Healthy Families New York, evidence-based models that provide services to people who are pregnant, birthing, and in the postpartum period, as well as their families. The unit also collaborates with other home visiting programs within the Department and other state agencies. The PRU oversees public health regulations and birthing hospital designations, and manages a $4.5M state appropriation through grants and memoranda of understanding with sixteen Regional Perinatal Centers – birthing hospitals with New York’s highest level of designation. PRU also oversees the NYS Early Hearing Detection and Intervention Program, ensuring that New York’s youngest receive hearing screening tests and appropriate follow-up and referral to Early Intervention services when hearing loss is detected. PRU also collaborates with other Department programs on perinatal health services programs, review of certificate of need applications for birthing facility establishment and modification, and applications for gestational surrogacy programs.

Specific responsibilities may include:
• Reviewing, developing, and maintaining clinical guidance and policy, in collaboration with the Division of Family Health’s Medical Director, related to unit-specific needs, in accordance with current laws, regulations, national guidelines, standards of care, and best practices;
• Providing clinical support and information, technical assistance, and education to stakeholders and consumers on a variety of relevant topics and initiatives;
• Reviewing public health programs and program implementation, including conducting site visits and providing technical assistance and feedback to program directors and staff regarding program effectiveness;
• Engaging provider and community stakeholders in evaluating programs and progress towards public health goals;
• Primary and/or secondary supervision of professional staff and interns within the respective units;
• Supporting and providing leadership for cross-departmental and interagency activities, and representing BPRASH and Division of Family Health (DFH) interests on perinatal and infant health issues and initiatives;
• Participation and leadership in the review of bureau procurements;
• Support and leadership of funding applications and reporting to federal sponsors and/or private foundations;
• Providing leadership for the Maternal, Infant, and Early Childhood Home Visiting Program and/or the Title V Maternal and Child Health Services Block Grant; and
• Other duties as assigned commensurate with the skills and this job title."

Occasional travel, including to areas that may not be served by public transportation, may be required (10%).

*Salary reflects the contractual salary range at step 4 and a geographic pay differential of $20,000.
