Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 16 or higher eligible for transfer and determined to be similar by Civil Service.

Open Competitive: bachelor’s degree in accounting, auditing, business administration, financial
policy analysis, public policy analysis, public administration, or a similar field; and two years of
qualifying experience. * A master’s degree in one of the above disciplines may substitute for
one year of experience.

*Experience is defined as analyzing financial statements, budget and program information, and
management practices of public organizations; and/or the development and evaluation of
recommendations consistent with the functions and decisions of a centralized oversight or
control agency or budget office.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 18 or higher eligible for transfer and determined to be administrative by Civil Service.

For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

Duties Description The Policy Analyst 1 (Public Authority) duties will include but are not limited to the following:

• Research and compile data on the operations of state and local authorities.
• Perform onsite assessments of their performance and compliance with State law.
• Draft correspondence, interview public authority officers, develop compliance review work plans, document findings, author reports, and produce recommendations to improve the operating and governance practices of authorities.
• Will be expected to report matters which require attention to higher level staff.
• The incumbent will have regular interaction with the boards and staff of public authorities, other state agencies and legislative personnel.
• Statewide travel will be necessary.
• May also include reviewing and analyzing financial reports and other information filed by public authorities in the Public Authorities Reporting Information System (PARIS).
• Preparing and analyzing tabular and statistical material, including preparing reports required by law, or requested by the Governor, Legislature, media, public, or other interested parties.
• Preparing written replies to inquiries addressed to the ABO.
• Identifying factors or issues inhibiting the effective reporting of comprehensive and accurate information.
