Minimum Qualifications Bachelor’s degree and nine years of experience in a field related to environmental conservation, protection, or natural resources. Four years of the experience must have been managerial and included responsibility for implementation of program goals and objectives within established budgets, and supervision or coordination of staff to achieve specific program objectives. A relevant master’s degree may substitute for one year of the specialized experience and a relevant Ph.D. may substitute for two years of the specialized experience.

Duties Description Incumbent provides administrative direction and supervision over all Environmental Conservation programs and personnel within the regional boundaries. Establishes priorities and procedures for scheduling and performing field operations based on immediate needs consistent with Department plans and priorities in the program areas of fish and wildlife resource management; lands and forests management; forest fire control and protection; regulation of mineral resources; implementation of pure waters, air resources, solid waste and pesticide control programs; region-wide community relations; regulatory, legal, and law enforcement programs. Supervises, coordinates, and assists field staff in carrying out the previously mentioned programs.

Incumbent defines the delegation of responsibility, authority, and accountability of subordinates’ work within the field structure. Reviews and approves orders for pollution and abatement and related enforcement orders in the name of the Commissioner. Approves plans of local health agencies for administering environmental programs, evaluates performance, and recommends the level of State financial support. Establishes and maintains relationships with local public and private planning entities and conservation and environmental groups and organizations, as well as other key stakeholders. Incumbent develops plans and procedures for administering new programs in the region, as directed by the Commissioner. Establishes and fosters a collaborative and supportive work atmosphere for staff. Collaborates and confers with other Regional Directors to share best practices and coordinates with Executive staff in Central Office.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Telecommuting may be available, will be discussed at interview.
