Minimum Qualifications • Thirteen or more years of experience as a project and/or program manager on complex projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities across multiple releases.
• Substitutions: A Bachelor’s degree may substitute for four years of experience. A master's degree may substitute for an additional year of experience; Ph.D. may substitute for an additional two years of experience.
• Four or more years of experience must have been at a managerial level.

Preferred Qualifications:
• Seven or more years of experience implementing projects utilizing industry standard system life cycle methodologies including iterative project planning, design, development.
• Four or more years of experience managing project resources on blended teams with New York State and/or New York City resources.
• Three or more years of experience with technology delivery and/or capabilities for human/social services applicants and recipients.
• Well-organized, structured, and detail-oriented with an ability to operate in an environment with multiple and diverse stakeholders and handle challenging organizational issues.
• Knowledge of, and experience with, Systems Development Lifecycle (SDLC) methods such as waterfall, Rational Unified Process (RUP), and Agile, Scrum, etc.
• Project Management Professional (PMP) certification.
• Strong verbal and written communication skills, with an ability to express complex information and concepts to stakeholders, technical staff, consultants/contractors and end users.
• Experience working at an Executive level.
• Experience with Health and Human Services Programs.
• Experience working on software development projects with a multi-agency stakeholder group.
• Experience working with Federal Government Agency partners.

Duties Description The New York State Office of Information Technology Services (ITS) is recruiting for a Project Management Office (PMO) Deputy Director for the NYS Integrated Eligibility System (IES) project. The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will improve and simplify the delivery of health and human services to NYS residents in areas such as: SNAP, Public Assistance, HEAP, and Child Support.
The IES Program consists of multiple large workstreams (projects), each with a dedicated Project Manager. These Project Managers report up to the PMO Deputy Director. Reporting to the IES Program Director, the PMO Deputy Director will be responsible for oversight of the Project Management team members, and ultimately the successful execution of all Program workstreams. The Deputy Director will also be responsible for master schedule development and management; risk and issue management; change control and deliverable management; tracking the progress of individual workstreams and providing leadership to project managers. The Deputy Director will be a key member of the IES senior management team and will play a critical role within the IES Program.
Duties include, but are not limited to:
• Function as a key member of the IES Program Leadership team, providing leadership on overall Program strategies and approaches;
• Oversee the entire Project Management Office for a program budgeted at over $600M;
• Manage the as needed updates, and implementation of IES specific Project Management Methodology based on industry-standard processes and procedures, customized to meet the specific needs of the IES Program and NYS Office of Information Technology standards;
• Oversee, document, and manage best practice procedures in the areas of project scope management, schedule management, change control, risk and issue management, workstream and Executive project reporting, project budget analysis and reporting, and other Project Management processes as needed;
• Socialize and integrate IES PMO Practices into all workstreams executed in-house as well as those executed by System Integration contractors;
• Responsible for the maintenance of the Program Master Schedule, combined through the aggregation of individual workstream plans into an overall comprehensive program schedule;
• Oversee the design, adjustment, and delivery of all forms of Project and Program reporting necessary to meet individual project team needs, IES Management reporting requirements, Governance body reporting requirements, and reporting necessary to meet the compliance requirements of our Federal partners and their IV&V vendors;
• Mentor all Program Management staff in the adoption and execution of all PMO Standards, policies, and procedures;
• Oversee all administrative duties for the Division including preparing duties descriptions and justifications for all positions, ensuring proper performance management processes for all PMO staff, overseeing contractor hiring through the staff augmentation; recruit and staff the IES PMO with experienced Project Managers;
• Report out to State executives and Federal oversight agencies on the project status, risk and issues, project management plan, and ad hoc requested reports;
• Serve as a member of the IES Program Steering Committee;
• Collaborate with Stakeholders, including Agency Executives, Chamber, Division of Budget, and County Executives.

Additional Comments Salary will be commensurate with experience.
