Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.

*Substitution: Bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. Master’s degree in the same fields as Bachelor’s may substitute for an additional year of the non-supervisory experience.

Duties Description Under the supervision of the Deputy Director for Enforcement, the incumbent of this position will work closely with the Enforcement, Licensing and Compliance units to do in depth analysis and review of applicants for licensure by OCM, as well as existing licensees.

Duties will include, but not be limited to:

• Develop written communications including, but not limited to, guidance to organizations licensed or registered to manufacture, distribute, transport, wholesale, sell and dispense cannabis, and policies and procedures for facility inspections.
• Conduct examinations of the books and financial records of licensed entities or registered organizations to monitor compliance with all applicable laws, regulations, policies, and procedures.
• Create reports to guide and assist the creation of Enforcement policies and procedures.
• Create reports to guide and assist activities of the Enforcement Unit, or After-Action Reports to document the history of the Enforcement Unit’s activities.
• Assist with development and review of applications from entities who wish to obtain licensure or registration to become licensed or registered to engage in cannabis activity.
• Ability to work discreetly with sensitive, confidential information.
• Review and assist with updating program website content, including but not limited to frequently asked questions, brochures and draft new material as needed to support program changes and enhancements and updates to existing material as needed.
• Work collaboratively with other divisions within the Office of Cannabis Management, as well as state and local law enforcement agencies, and if appropriate, federal law enforcement agencies.
• Work with management to implement legislative and regulatory amendments and process improvement initiatives.
• Perform full range of supervisory functions.
• Assist investigative staff as needed.
• Testify in proceedings regarding work product completed as part of investigations.
• Create procedures related to the work of program analyst positions within Enforcement.
