Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

70.1 Transfer:
For a 70.1 transfer to a(n) Business Systems Analyst, SG-18, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 16 or above.

70.1 Transfer to a trainee 1:
For a 70.1 transfer to the trainee 1, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 11 or above.

52.6 Transfer:
For a 52.6 transfer to a(n) Business Systems Analyst 1, SG-18, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 16 or above.

52.6 Transfer to a trainee 1:
For a 52.6 transfer to the trainee 1, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 11 or above.

Duties Description Participate in the delivery and implementation of the enterprise Human Capital Management system
Assist in the development of test scenarios and test plans; perform testing as needed; assist in the development of business procedures, instructional documentation, and training materials for end users. Provide end user support and training; assist with the development of presentations of system functionality, assist with tracking and maintaining requirements traceability matrix; assist with change management activities related to the project; and assist with maintaining the framework for capturing, documenting, and transferring business knowledge.

Participate in the delivery, implementation, and maintenance of the Personal History File system
Assist in the development of test scenarios and test plans; perform testing as needed; assist in the development of business procedures, instructional documentation, and training materials for end users. Provide end user support and training; assist with the development of presentations of system functionality, assist with tracking and maintaining requirements traceability matrix; assist with change management activities related to the project; and assist with maintaining the framework for capturing, documenting, and transferring business knowledge.

Promote business analysis maturity
Assist in establishing and maintaining business analysis methodologies; the development of consistent approaches and best practices for business analysis; promote the use of business analysis and business process improvement; participate in business analysis training activities; continue professional development through attendance at meetings, professional seminars, and webinars; and assist with a variety of administrative tasks related to HR Innovations.



Technical Support & Customer Service
Perform data clean-up, develop reports, and provide exported data for customers, run queries, elicit, document, and validate requirement for new processes; create and monitor ServiceNow tickets, and prepare written communication.

• Demonstrated experience using recognized business analysis elicitation techniques to elicit requirements (e.g., business, stakeholder, solution, and transition); and determine required operational services from business users.
• Demonstrated experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, or functional designs).
• Strong facilitation and organizational skills.
• Excellent verbal and written communication skills.
• Demonstrated ability to work with others to analyze problems quickly and develop the best solutions options.
• Demonstrated ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments.

• Membership and/or participation in the International Institute of Business Analysis and professional communities of practice.
