Minimum Qualifications Twelve years of executive experience in managing NYS projects, leading teams and high-level management in a complex government organization. Three years of experience must have been at a managerial level.

Substitutions:
Bachelor’s degree substitutes for four years of experience; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience

Duties Description The Project Director will have control and oversight of all aspects of the Civil Service Continuous Recruitment Initiative. This initiative aims to increase the capacity for Civil Service to continue creating a diverse and inclusive workforce by eliminating barriers to entry for civil service jobs and meeting jobseekers where they are. By offering exams more frequently, using a multi-pronged approach that mixes online exams with the ability for jobseekers to take these exams in person throughout the week at dedicated testing centers, the Department will be able to better meet the needs of our partner State agencies while at the same time making exams more convenient for all New Yorkers. This initiative holds the potential to transform and modernize the way New York State recruits and retains talented and diverse individuals into the State workforce for generations to come.

The Civil Service Continuous Recruitment Project Director will be responsible for all aspects of locating and securing test space, managing all necessary modifications, procurement of furniture and IT equipment, coordinating efforts to hire staff to support continuous recruitment efforts, phasing out current test sites while phasing in the new testing centers and overseeing the expansion of online continuous recruitment exams in the Test Management System and Applicant Management System by reengineering internal business process and coordinating technical development between Civil Service, Office of Information Technology Services and vendors.

Duties of this full-time position will include, but not be limited to the following:

Directing and coordinating human and material resources at all phases of the project: origination, initiation, planning, execution and control, and closeout for the Civil Service Testing Center and
Continuous Recruitment Expansion Initiative which currently consists of creating 12 new testing centers and the modernization and transformation of Civil Service testing procedures.

Working with Civil Service, Office of General Services and Office of Information Technology Services to define all relevant requirements for testing space locations and continuous recruitment examinations.

Identifying the testing sites, establishing leases and managing all fit up.

Procuring all necessary goods and services necessary for testing site development.

Working with the Testing Services Division and Staffing Services Division within Civil Service to define all relevant requirements and reengineer business processes to ensure the expansion of continuous recruitment examinations.

Overseeing the development and expansion of the Test Management System and Exam Applicant System to ensure the systems are moving forward timely and consistent with the expectations of rolling out continuous recruitment examinations.

Working with the Testing Services Division to ensure that test materials are created in accordance with the timeline for the roll out of continuous recruitment exams.

Being accountable for the overall management of the staffing growth strategy of the project and working with Divisions to establish positions, recruit, interview, and onboard all project, technical and testing site employees.

Maintaining detailed project work plans and facilitating regular status meetings with internal and external stakeholders and document discussions.

Developing risk assessments with all stakeholders, so that vulnerabilities are quickly identified, and mitigation strategies rapidly implemented.

Reporting out to DCS Executive staff and stakeholders, including the Governor's Office and Division of Budget, on all aspects of the project status, milestones, risks, and outcomes.

Ensuring DCS is compliant with all State and Federal statutory accessibility and disability requirements.
