Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Field Services Representative 1, G-18, OR current NYS DOH employee with one year or more of permanent or contingent permanent competitive service as a Public Health Representative 2, G-16 or Public Health Representative 3, G-18 and eligible for transfer under Section 70.1 of the Civil Service Law OR current NYS employee with one year or more of permanent or contingent permanent competitive service in a title at or above G-11 and eligible to transfer to Public Health Field Services Representative Trainee 1 under Section 70.4 of the Civil Service Law by having a specialized* bachelor’s degree and obtained a passing score on the current NYS Department of Civil Service Professional Career Opportunities select eligible list #50-002, Public Administration Traineeship Transition (PATT) eligible list #00-437, or Public Health Field Services Representative Trainee 1 list #00-464.

Preferred Qualifications: Experience in communicable disease epidemiology and disease surveillance activities, especially in a prison setting. Strong written and verbal communication skills. Ability to work independently. Experience using NYSDOH data systems, such as the Electronic Clinical Laboratory Reporting System (ECLRS) and the Communicable Disease Electronic Surveillance System (CDESS).

Duties Description The Public Health Field Services Representative 1 (PHFSR 1) will be in the Bureau of HIV/ STD Field Services (BHSFS) within the Division of Epidemiology, Evaluation and Partner Services (DEEP) and will serve in a Regional Office (RO). The incumbent will provide direct disease and public health intervention services that identify persons at risk for, and living with, HIV and sexually transmitted infections (STIs) and link them to testing, prevention, treatment, and support services. The responsibilities of the PHFSR 1 positions have grown and become more complex with the expansion of activities related to the New York State Ending the Epidemic (ETE) initiative, which aims to end AIDS as an epidemic in New York State. The PHFSR 1 positions must incorporate ETE priorities into their outreach, education, and intervention services. These priorities include education on, and linkage to, pre-exposure prophylaxis (PrEP) services, in accordance with NYS PrEP guidelines, so HIV-negative persons who engage in high-risk behaviors can remain negative; education on, and linkage to, rapid initiation of HIV treatment, in accordance with NYS clinical guidelines and NYS policy, which identifies every new HIV diagnosis as an immediate call to action for every provider who engages that individual, with the goal being same-day initiation of HIV treatment; and education on the importance of viral suppression and “Undetectable = Untransmittable” (U=U), which incorporates the message that individuals with a sustained undetectable viral load will not sexually transmit HIV. In addition to required field work, staff will be expected to work in the office on a regular basis.

Additional Comments AIDS Institute disease and public health intervention services prioritize marginalized populations. PHFSRs must gain and maintain trust by having consistent presence in the field. They must be viewed as “of the community,” rather than as government representatives. They must have comprehensive knowledge of the communities in which they work, and knowledge of the barriers to care and services faced by the individuals and populations they serve. They must gather valuable information about their communities during partner services interviews and street outreach. Interactions with clients, including interviews, counseling, and education, must be interactive, respectful, culturally sensitive, and patient/client centered. Client interactions must be consistent with the patient’s/client’s intellectual and developmental level.

Permanent, competitive, full-time. This is a two-year traineeship beginning at a G-13 and leading to a G-18. Transfer candidates may be asked their social security number to confirm eligibility. Travel to areas that may not be served by public transportation may be required (20%).
