Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Health Care Surveyor 4, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Health Care Surveyor under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below). Open Competitive: possession of a license and current registration to practice nursing in New York State; a bachelor’s degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.

Preferred Qualifications: The preferred candidate has experience working in a long- term care facility in a supervisory capacity with experience training staff and evaluating staff performance. The candidate will have strong interpersonal, written and verbal communication, observation and interviewing skills, and have experience supervising surveillance and investigative activities. In addition, the candidate would be self-motivated, able to provide and receive direction, and effectively participate on an interdisciplinary management team.

Duties Description The incumbent will serve as a Nursing Home Surveillance Trainer to provide in the field training and oversight to the nursing home surveillance staff including training of new/current employees in the surveillance process; writing of Statements of Deficiencies (SODs) and Plans of Correction (POCs) to assure the documents are prepared in accordance with state and federal performance standards; provide direction/guidance to survey teams regarding the survey process; supervise designated program staff; identify staff training needs; and provide appropriate interpretation and application of federal and state regulations and statutes to surveillance staff. Additionally, the incumbent may participate in recertification surveys as a member of the team and/or perform complaint investigations, and function as the Assistant Program Director, as well as perform other duties as assigned.
