55 B/C Qualifications:

Workforce Programs Specialist Trainee 2 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 12 or higher determined to be administrative by Civil Service.

Workforce Programs Specialist 1 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 16 or higher determined to be administrative by Civil Service.

70.1 Transfer Qualifications:
Workforce Programs Specialist Trainee 1 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 11 or higher determined to be similar by Civil Service.

Workforce Programs Specialist Trainee 2 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 12 or higher determined to be similar by Civil Service.

Workforce Programs Specialist 1 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 16 or higher determined to be similar by Civil Service*.

*Some titles may require that you also meet the following special minimum qualifications:

• A Bachelor’s degree** and;
• Two years of professional experience where your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment while performing one or more of the following duties:
o Developing and implementing plans or proposals to deliver workforce development and training programs;
o Evaluating, monitoring or administering workforce development and training programs;
o Managing contracts and budgets for workforce development and training programs, which MUST include development, negotiation, execution, fiscal management, and monitoring or program review;
o Determining eligibility for public assistance;
o Assessing applicants for, or recipients of, welfare employment program benefits to identify and remove barriers to self-sufficiency.

NOTE: Professional experience in workforce development programs is defined as experience where at least 50% of your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment.

Labor Services Representative (DVOP), SG 16 and candidates serving in hourly positions are not 70.1 transfer eligible

70.4 TRANSFER QUALIFICATIONS: Candidates with (1) one year of permanent, contingent-permanent or 55 b/c service at salary grade 11 or higher AND (2) a Bachelor’s degree with a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) may be considered for a 70.4 transfer to a Workforce Programs Specialist Trainee 1.

Note: 70.4 candidates must NOT have failed the most recent PCO and/or PATT exam(s

Duties Description STANDARD DUTIES: The duties of the Workforce Program Specialist 1/Trainee in the Division of Employment and Workforce Solutions (DEWS) will include but are not limited to the following:

• assisting in the development, monitoring, and management of workforce development and training programs, contracts and proposals with routine ad hoc reporting;
• conduct field visits to apprenticeship training programs to evaluate program development;
• analyze and prepare detailed reports;
• provide technical assistance and guidance to program sponsors, workforce development partners, and other agencies to ensure compliance with applicable laws and regulations;
• promote and market apprenticeship to businesses and educational communities.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidate MAY be allowed to telecommute up to 4 days day per pay period dependent upon operational needs.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
