Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Health Care Surveyor 2, G20, and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitive minimum qualifications listed below.
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of three years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility.
Preferred Qualifications: The candidate must be highly motivated, possess excellent written, communication, interpersonal, critical thinking and organizational skills. Ability to work well independently and as part of a team. Long Term Care experience. Experience with supervision of professional multidisciplinary staff in the performance of health care, or the regulation of health care.
Duties Description This position is in the Nursing Home Program. Incumbent will function as a member of an interdisciplinary team, that can include other nurses, social workers, registered dietitians and sanitarians, or function independently as a complaint surveyor. The program, following a federal code and federal policies and procedures, evaluates the care and services provided to residents in nursing homes. Incumbent will participate in the following duties: Conduct surveys of nursing homes to ensure compliance with state and federal regulations; work collaboratively with the survey team leader and survey team members to ensure that surveys are conducted in accordance with Department standards. Review pertinent facility information and survey history, prior to surveys, and participate in pre-survey team meetings. Utilize information from the pre-survey meeting to plan and implement onsite surveillance strategies. Participate in interdisciplinary survey discussions, arriving at decisions through team consensus. Develop written documents according to the federal principles of documentation. Conduct investigations of resident and facility complaints at the direction of the team leader and program managers. Provide direction in the appropriate interpretation and application of federal and state regulations at the discretion of the program director, program manager and team leader. Participate in other surveillance activities, including federal and state training programs. Function as the team facilitator on surveys when the team leader is unavailable.

Frequent travel, including overnights and travel to areas that may not be served by public transportation is required.

*Posted salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($77,029 - $86140) and an additional Geographic Pay Differential of $20,000
