Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate in Education Research, Associate Statistician, Environmental Specialist 2.

Section 70.4 Transfer to Program Research Specialist 2: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Program Research Specialist 2 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the Program Research Specialist 2 (formerly Program Research Specialist 3) eligible list AND possess a bachelor’s degree included or supplemented by 9 semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling in addition to three years of professional research experience in the collection and evaluation of qualitative data directed toward review and analysis of program operations.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 2 position in the Office of Family and Community Engagement. This Office is responsible for assisting students with cradle-to-career college strategies in an effort to eliminate the achievement gap. The incumbent of this position will support the My Brother’s Keeper initiative in addition to other secondary and post-secondary opportunity program initiatives. Duties of this position will include, but are not limited to, the following:
• Design data collection, analysis, evaluation, and reporting on NYSED programs;
• Create and maintain business rules and other documentation related to data collection and reporting;
• Evaluate program areas including policy, procedure, legislation, objective, and cost effectiveness;
• Measure the progress toward and determine the soundness of program objectives;
• Analyze, merge, and manipulate large data sets to ensure validity, applicability, efficiency, and accuracy;
• Perform descriptive and multivariate statistical analyses of education data, using computer software and prepare tables, graphs, fact sheets, and written reports summarizing research results;
• Explain regulations and guidelines, and provide general information as it relates to data collection and evaluation to various groups, such as institutional research staff, grants officers, project coordinators, and program directors;
• Coordinate data analysis and present findings as directed by managers in response to requests from Department staff, the Board of Regents, the Legislature, the Governor, and the public; and
• Supervise and evaluate staff performance.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Program Research Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position leads to a maximum salary of $103,350 based on annual performance advances.
