Minimum Qualifications G18 - Bachelor's degree in a degree in Mathematics, Statistics, Engineering, Biostatistics, Public Health, Epidemiology, or a related degree AND two years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and one year of such experience in the appropriate field.

Preferred Qualifications: Strong statistical and data management skills. Proficient in the use of a programming language such as SAS, R, or Stata. Experience with data visualization tools such as Tableau is desired. Experience with extracting, merging and linking health care datasets for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Excellent communication and organizational skills. The ability to work independently, as well as in a team environment.
Duties Description The Research Scientist 1/2 in the New York State Department of Health's Office of Quality and Patient Safety will help to ensure that all New Yorkers irrespective of their person and care setting will have access to health care services that are safe and of the highest quality consistent with the best available evidence. The researcher will work for the Director of the Bureau of Quality Measurement and Evaluation and a higher level research scientist to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis. This position will focus on supporting a research portfolio that investigates and monitors the quality, utilization, and access of healthcare for New Yorkers that are enrolled in the Essential Plan. Major functions of the role include using research designed approaches to execute evaluation plans, answering research questions with statistical techniques, using programs such as SAS to build tables used in reports, and preparing data for distribution to stakeholders.
Additional Comments If appointed as a Research Scientist 1 level, the incumbent will be expected to perform these duties under general supervision; if appointed as a Research Scientist 2, the incumbent will work with more independence.
