Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, Grade 25, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 2, Grade 25, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: The preferred candidate will have experience in the management and oversight of a government funded public health program, especially one that relates to health equity and human rights; an understanding of New York State policies, including regulation development and oversight; working with advisory bodies, workgroups, and/or other stakeholders; experience with grant and data management; experience supervising professional staff; strong organizational and interpersonal skills; and excellent communication and writing skills.
Duties Description Reporting to the Deputy Director in the Office of Health Equity and Human Rights (OHEHR) at the New York State Department of Health (Department), the Health Program Administrator 2 (HPA 2) of the Health Equity Impact Assessment Unit will serve a leadership role by managing and overseeing the day-to-day operations of the unit responsible for the review and analysis of Health Equity Impact Assessments (HEIAs) submitted through the New York State Electronic Certificate of Need (NYSE-CON) system by health care facilities across New York State. Under the direction of the Deputy Director and Deputy Commissioner for OHEHR, the HPA 2 of the Health Equity Impact Assessment Unit will provide supervision, guidance, and oversight to staff in the OHEHR HEIA Unit. Duties will include the development, revisions (as needed) and the implementation of internal and external guidance of the HEIA requirement in the NYSDOH’s Certificate of Need (CON) application process for health care facilities defined in Article 28 (including but not limited to hospitals, nursing homes, diagnostic and treatment centers, and birthing centers); developing reports for OHEHR and Department leadership and briefing status reports as needed; managing, overseeing, and conducting data analysis to inform policy and guidance regarding HEIAs; coordinating the inter- office partnership with HEIA staff in the Office of Primary Care and Health Systems Management (OPCHSM) in the implementation of the HEIA submission and review processes; providing technical assistance to facilities and Department staff involved in HEIA submissions and evaluation, and; managing and overseeing other appropriate related duties.
