Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.
Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Duties Description The New York State Education Department’s Office of Education Policy is seeking two (2) candidates to fill two (2) Education Program Assistant 1 positions in the Office of Postsecondary Access, Support and Success within the Office of Access, Equity and Community Engagement Services. The Office of Postsecondary Access, Support and Success houses opportunity programs for students which include Collegiate Science Technology Entry Program (CSTEP), Science Technology Entry Program (STEP), Pathways in Technology (P-TECH), Smart Scholars Early College High School, Foster Youth College Success Initiative, Scholarship for Academic Excellence (SAE), Higher Education Opportunity Program (HEOP) and Perkins. Duties of these positions include, but are not limited to, the following:
• Process contracts and budgets, as well as process interim and final project performance reports;
• Prepare information for posting on the Department website;
• Redact information from documents as needed for the programs;
• Collect, develop, enter and maintain databases, spreadsheets and text documents, as assigned;
• Provide guidance and reply to internal and external correspondence, including written and telephone inquiries;
• Evaluate proposals to determine successful applications for funding;
• Assist staff in data collection projects and grant-management activities; and
• Assist with general office needs, including fielding phone calls and miscellaneous paperwork.
Additional Comments CONDITIONS OF EMPLOYMENT: These positions will be contingent permanent appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required at the time of interview for all candidates. Occasional statewide travel may be required, including overnights (up to 1% of assignment).
These positions may be filled as a traineeship. The starting salaries for these positions are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $ 41,634 (Trainee 1- NS equated to SG-11)
• $ 46,529 (Trainee 2- NS equated to SG-13)
• $ 49,202 (Full Performance level SG-14)
These positions leads to a maximum salary of $62,806 based on annual performance advances and traineeship advances.
