55b/c Appointment: This position is eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for an Education Finance Specialist 1 position in the Office of School Personnel Review and Accountability (OSPRA). This Office is responsible for conducting fingerprint background checks of school employees, investigating moral character complaints against certified educators, and administering teacher tenure hearings. Under the supervision of the Education Finance Specialist 2, the incumbent of this position will have primary responsibility in the teacher tenure hearing unit, pursuant to Education Law §3020-a and 8 NYCRR Part 82. Duties of this position include, but are not limited to, the following:

• Coordinate the maintenance of Department records with respect to teacher tenure hearings;
• Provide customer service and technical assistance as direct contact with school districts, attorneys, hearing officers and court reporters on entering data and managing teacher tenure cases in the Department’s web-based TEACH system;
• Manage and review vendor contracts, MOU’s, fiscal management forms, and expense vouchers consistent with Department regulations and guidelines;
• Interpret records, data, printouts, and prepare statistical and fiscal analyses pertinent to the tenure program;
• Research information on current hearing officer rates in order to develop appropriate guidelines and establish new regional rates and study hours;
• Work with information technology staff to identify and document the system requirements necessary to permit hearing officers and vendors to enter online vouchers using the existing web-based TEACH system;
• Prepare pertinent analyses, such as cost/benefit analysis, systems alternatives analysis or alternative problem solutions analysis; and
• Research new technologies for potential use in 3020-a proceedings as cost savings measures, and make recommendations on proposed solutions.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services is required for employment. Fees associated with this process are at the Department’s expense.

These positions may be filled as a traineeship. The starting salaries for these positions are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $46,529 (Trainee 1- NS equated to SG-13)
• $49,202 (Trainee 2- NS equated to SG-14)
• $61,270 (Full Performance level SG-18)

These positions lead to a maximum salary of $77,912 based on annual performance advances and traineeship advances.
