Provisional Appointment to Food Programs Evaluation Specialist 1: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have either:

1. A bachelor's degree in nutrition, nutritional science, nutrition education, or dietetics; AND two years of experience* in nutritional science, nutrition education, dietetics, food service management, institutional food service management, or hotel and restaurant management; OR

2. A bachelor's degree in food service management, institutional food service management, or hotel and restaurant management including or supplemented by three (3) credit hours in nutrition AND two years of experience* in nutritional science, nutrition education, dietetics, food service management, institutional food service management, or hotel and restaurant management; OR

3. A master's or higher degree in nutrition, nutritional science, nutrition education, or dietetics AND one year of experience* in nutritional science, nutrition education, dietetics, food service management, institutional food service management, or hotel and restaurant management; OR

4. A master's or higher degree in food service management, institutional food service management, or hotel and restaurant management including or supplemented by three (3) credit hours in nutrition AND one year of experience* in nutritional science, nutrition education, dietetics, food service management, institutional food service management, or hotel and restaurant management.

**Examples of non-qualifying work experience: Food service worker; wait or catering staff; fast food or short order cook; chef, sous-chef, or other restaurant kitchen staff; food demonstrator/sales; grocery store clerk/cashier; butcher; dietary aide; marketing associate; personal trainer; food production; fitness coach; and home health aide.

Duties Description The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for three (3) Food Programs Evaluation Specialist 1 positions in the Office of Child Nutrition. This Office is responsible for providing technical assistance and performing field inspections of School Food Authorities (SFAs), sponsors, and residential childcare institutions participating in the School Breakfast Program (SBP), National School Lunch Program (NSLP), and the Summer Food Service Program (SFSP) to ensure compliance with State and federal regulations, including the Healthy, Hunger-Free Kids Act of 2010. Under the direction of a Food Programs Evaluation Specialist 2, duties of these positions include, but are not limited to, the following:

• Independently conduct comprehensive administrative reviews of child nutrition programs;
• Plan, develop, implement, and evaluate child nutrition programs to support the mission of State and federal programs;
• Demonstrate a professional knowledge and understanding of State and federal regulations and interpret regulations for schools and school districts;
• Develop, implement, and disseminate written guidance, policy and program agreements for child nutrition programs to ensure compliance with rules and regulations;
• Independently schedule and prepare materials for administrative school reviews and field inspections;
• Review and monitor implementation of corrective action plans, generate follow-up correspondence, and conduct unannounced school visits;
• Propose recommendations for withholding funding, imposing special conditions on contractors and sponsors and termination of programs;
• Assist in the design of program and compliance reviews and procedures;
• Ensure uniform program monitoring and compliance review efforts statewide;
• Administer electronic or manual recordkeeping and reporting instruments and generate reports as needed;
• Conduct comprehensive nutritional analyses to ensure menus meet appropriate age and grade nutrition requirements;
• Evaluate and assess compliance with cost principals, audit requirements and Civil Rights requirements;
• Monitor program payments for accuracy and timeliness;
• Recommend necessary follow-up actions associated with claims and correspond with Reimbursement Unit to report irregularities; and
• Assist in the administration of grants, data collection and special program initiatives, as needed.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be either contingent, permanent or temporary provisional appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require 50% in-state travel.

These positions may be filled as traineeships. The starting salaries for these positions are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $47,925 (Trainee 1- NS equated to SG-13)
• $50,678 (Trainee 2- NS equated to SG-14)
• $63,108 (Full Performance level SG-18)

This position leads to a maximum salary of $80,248 based on annual performance advances and traineeship advances.
