Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55 b/c service in a title allocated to SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-13 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.
Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they possess a bachelor’s degree AND are a current NYS employee with one year of permanent competitive or 55b/c service in a title allocated to SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.

Duties Description The New York State Education Department’s (SED) Office of the Professions (OP) is seeking to fill two Education Program Assistant 1 positions in the Deputy Commissioner's Office. OP is responsible for licensing and oversight of more than 50 licensed professions, as well as professional corporations and pharmacy establishments. Duties of this position will include, but not be limited to, the following:
• Work independently to prepare, gather and coordinate materials required by the Deputy Commissioner and Director of Operations;
• Work independently to generate correspondence, reports and other documents, in any of the various electronic formats, as required;
• Review and edit reports and correspondence prepared for the Deputy Commissioner’s signature;
• Respond to telephone calls and e-mail inquiries on issues related to the Professions;
• Act as liaison between the Deputy’s Office and representatives of other State agencies, Department executive staff, members of the Board of Regents, the Legislature, and the general public;
• Assist in the coordination and preparation of items for submission to the Board of Regents for their monthly meetings;
• Prepare and finalize discipline summaries, and distribute final disciplinary actions as appropriate;
• Assist in the effective management of continuing education requirements;
• Serve as the program area Freedom of Information Law (FOIL) liaison;
• Coordinate responses to Commissioner’s Assignments; and
• Other duties as assigned
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.
This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $42,883 (Trainee 1- NS equated to SG-11)
• $47,925 (Trainee 2- NS equated to SG-13)
• $50,678 (Full Performance level SG-14)
These positions lead to a maximum salary of $64,693 based on annual performance advances and traineeship advances.
