Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must possess a bachelor’s degree and five years of experience in any of the following areas: grant management, program management, accounting, data management, or a in a local/state government finance office. Two years of the experience must have been at a supervisory level. A Master’s degree may substitute for one year of qualifying experience. A Ph.D. may substitute for two years of experience.
PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
• Over ten years of progressive responsibility, including supervisory experience;
• A Bachelor's degree in a field related to management, such as Business or Public Administration, or a degree in Education, Special Education, or a related field, or a Master’s degree in Rehabilitation Counseling;
• Experience managing grant programs, tracking progress on projects, and providing leadership in emerging and new programs;
• Experience with developing data collection tools, managing data integrity, and data analysis; and
• Strong communications skills and ability to develop and maintain relationships across a diversity of constituents.
Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR) is seeking candidates for a Project Director position in the Independent Living Unit. This Office assists persons with disabilities to attain employment, educational, and/or independent living goals. Duties of this position include, but are not limited to, the following:
• Oversee implementation of the Subminimum Wage to Competitive Integrated Employment (SWTCIE) Project in six counties across New York State;
• Develop, execute, and maintain a multi-year project plan for implementation inclusive of description of partner roles, timelines, deliverables, and required data collection;
• Maintain regular communication with all SWTCIE partners and ensure that they are following the project plan, meeting deliverables, and reporting data as required;
• Track progress towards goals and outcomes and support long-term sustainability of SWTCIE within ACCES-VR to embed the project into the organization;
• Develop and maintain processes for collecting data associated with the SWTCIE project that is required for reporting;
• Ensure accurate and timely completion of all required federal reporting on the SWTCIE project, including, but not limited to, quarterly reporting and the final Performance Report;
• Create and submit quarterly reports for internal stakeholders and SWTCIE partners;
• Create, coordinate, and facilitate a project steering committee comprised of NYSED leadership, state agency partners, disability advocacy organizations, local educational agencies and other stakeholders;
• Supervise a team of ACCES-VR Central Office and District Office staff that coordinate SWTCIE activities;
• Travel to ACCES-VR District Offices as needed to oversee SWTCIE activities;
• Participate in national in-person and virtual meetings convened by the Rehabilitation Services Administration related to the SWTCIE project; and,
• Collaborate as needed with other ACCES-VR Central and District Office units including District Office Administration, FAST, Data Unit, Workforce Development Strategies, Regional Coordinators and District Office Managers.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
This position leads to a maximum salary of $120,492 based on annual performance advances and traineeship advances.
