Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Administrative Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) seeks to fill an Administrative Specialist 1 position in the Division of Professional Licensing Services (DPLS) office. Under the direct supervision of the Administrative Specialist 2 in DPLS, the Administrative Specialist 1 will assist with a variety of administrative assignments. Duties will include, but not be limited to:

• Ensure training materials are up to date with current policies and all staff are correctly following the established policies and procedures;
• Work with Education Program Assistant 1s to create training materials and a repeatable training plan to implement for all new employees, ensuring training is consistent and complete;
• Serve as liaison between all OP offices as well as outside agencies for any complications that arise regarding professional licensing and renewal and ensure there is resolution for current and future issues;
• Provide guidance for difficult and complex questions that come in via Zendesk, email, and phones where additional research or interpretation is needed;
• Work with subordinate staff to set up quality control measures across all DPLS staff and groups to ensure answers provided to customers are professional, thorough, and accurate;
• Collaborate with other SG-18 staff within DPLS to create qualitative and quantitative goals for all customer service inquiries that can be used throughout OP and for other OP Units;
• Assist supervisors with HR related issues including but not limited to time and attendance, performance, and process issues;
• Provide current and historical subject matter knowledge to inform decision-making for all professional licensing and renewal issues within the department;
• Work with the OP Project and Tech teams to develop and improve customer service forms and processes to help increase efficiency and accuracy of information being relayed by DPLS staff to applicants and licensees; and
• Create and relay Customer Service reports to supervisors that include recommendations for changes that will improve processes for both the customers and OP employee.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $ 46,529 (Trainee 1- NS equated to SG-13)
• $ 49,202 (Trainee 2- NS equated to SG-14)
• $ 61,270 (Full Performance level SG-18)

This position leads to a maximum salary of $77,912 based on annual performance advances and traineeship advances.
