Minimum Qualifications Bachelor’s degree and ten years of relevant experience.
**Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Duties Description Under the general direction of the Executive Deputy Commissioner, the incumbent will direct the activities of the Office of Tax Policy Analysis. Specifically, the incumbent will perform the following duties:
• Manage the day to day activities of the Office of Tax Policy Analysis. Plan and direct the development of voluntary tax compliance publications and documents, development and publication of financial reports and tax statistics; and development of revenue forecasts, fiscal impact statements and economic and tax policy analysis.
• Resolves complex and sensitive administrative and technical issues.
• Develops policies, procedures, and priorities for the Office of Tax Policy Analysis. Ensures adherence to and consistent application of policies and procedures within and across Bureaus.
• Coordinates with executive?level staff of other divisions on shared issues and projects.
• Coordinates with executive?level staff in Division of Budget, Office of the State Comptroller, State Assembly and State Senate. Oversees Office of Tax Policy Analysis’ response to inquiries for information, statistics, revenue forecasting and tax policy analysis.
• Development of policy statements for the Commissioner that evaluate the State’s fiscal plan and the implication of changes in the tax structure.
• May represent the Commissioner and Executive Deputy Commissioner on work groups and task forces and in meetings with representative of business, industry, and legislators regarding taxation.
