Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Senior Librarian or Librarian 1. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Senior Librarian: Candidates must have one year of permanent competitive or 55 b/c service in any of the following titles: Senior Librarian (Law), Senior Librarian (Reference) or Senior Librarian (Technical Processes).
55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for a Senior Librarian position in the New York State Library’s (NYSL) Talking Book and Braille Library (TBBL). TBBL serves as the public library for residents of New York's 55 upstate counties who are unable to use standard print materials due to a visual, physical, or reading disability. Under the direction of the Associate Librarian, the position is responsible for coordinating Reader Advisory and Reference services to a large, diverse, and geographically dispersed population of patrons who receive TBBL service. Duties of this position include, but are not limited to, the following:
• Develop and implement outreach strategies to increase participation in the Talking Book and Braille Library by eligible New Yorkers;
• Identify strategies to enhance TBBL services statewide;
• Establish institutional partnerships with libraries, schools, community-based organizations, assisted living facilities, and other stakeholder groups across the state;
• Serve as administrator for the library’s automation system, Keystone Library Automation System (KLAS);
• Oversee TBBL's public services, including Braille and Audio Reading Download (BARD) administration, digital download, duplication and other services;
• Train, supervise, and evaluate support staff who provide customer service and readers’ advisory services via telephone and/or email to ensure excellent customer service and resolve patron service issues;
• Develop, review, and update TBBL policies and maintain documentation of TBBL’s policies and procedures
• Work with the National Library Service (NLS) to reach, maintain or exceed service standards;
• Prepare annual and bi-annual NLS reports, maintain TBBL statistics, prepare newsletters and other reports as requested by Library administration; and
• Hours are within 8:00 a.m. – 5:00 p.m. and participation in a Saturday rotation is required.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require 10% in-state travel. The work schedule for this position includes flexible hours of Monday through Friday, from 8:00am to 5:00pm with participation in a Saturday rotation being required.
This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $51,986 (Trainee 1- NS equated to SG-15)
• $57,984 (Trainee 2- NS equated to SG-17)
• $64,589 (Full Performance level SG-19)
This position leads to a maximum salary of $82,036 based on annual performance and traineeship advances.
