55-b/c appointment:
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

For a 55 b/c appointment, you must:
• Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement. (Information Technology Specialist 1 & 2 » Department of Civil Service (ny.gov) or ITS Series (ny.gov))
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description • Conduct, oversee, and document the daily activities of the facilities operation at 365 Jordan Rd.
• Support the activities of the mechanical and electrical vendor staff, as well as the landlord maintenance and janitorial staff.
• Compare specifications and descriptions of new hardware and software packages to meet business needs.
• Research and make recommendations for new hardware, software, and maintenance services.
• Collect information needed for new hardware/software installations or modifications to existing configurations.
• Run diagnostic software to ensure equipment operates properly and take corrective action when required.
• Operate the on-site backup emergency power generators and related equipment.
• Manage maintenance schedule calendar and ensure timely completion of maintenance for building related equipment.
• Oversee the facility intrusion detection, video security, and fire protection programs.
• Respond to alarms, alerts, or notifications that may adversely affect the secondary data center.
• Maintain the digital control systems that manage facility electrical and mechanical set points and ensure adjustments are made, as necessary.
• Conduct routine building rounds to ensure the facility is operating as expected and within required parameters, documenting findings in a daily facilities report.
• Document, review, and update all facility related records, policies and procedures to ensure accuracy and completeness.
• Ensure adequate space, power and cooling are available to serve data center needs.
• Manage internal and external staff, ensuring they are working optimally and achieving goals.
• Establish, monitor, and communicate expectations to ensure predetermined goals/objectives are met.
• Mentor and assist subordinate staff with all administrative, supervision, technical and project related requirements.
• Manage daily workload, identify daily priorities, and assign work.
• Foster supportive positive working relationships with business partners, stakeholders, staff, and contracted employees.
• Prepare reports on staff productivity.
• Participate in staff development activities.
• Recommend procedural changes.
• Perform the full range of supervisory responsibilities including, but not limited to, development and completion of comprehensive performance evaluations and review of timesheets and telecommuting journals.

Additional Comments Knowledge, Skills and Abilities:
• Demonstrated experience in IBM Operational Support – Supporting mainframe computer operations, console functions and activities, and functions associated with IBM-HMC consoles (More than 2 years to 5 years).
• Strong understanding of electrical and mechanical concepts in a data center environment.
• Knowledge of building automation systems, including digital building and electrical management & control systems.
• Demonstrated ability to work independently and collaboratively in a team environment.

• Demonstrated networking experience and abilities for automated facility controls.
• Knowledge of building automation systems, including digital building and electrical management and distribution systems.
• In-depth knowledge and abilities with building automation systems using electrical power management and distribution systems.
• Ability to run diagnostics and respond to power outages and alarms (i.e., systems, fire, security).
• Ability to lift up to 35 lbs. and move heavy objects.
• Environmental Systems:
o Knowledge of critical facility chilled water and pumping systems and operation.
o Knowledge of Health and Safety for facility staff.
o Knowledge of critical facility and staffing security and protection systems.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
