52.6 Transfer:
For a 52.6 transfer to a(n) Information Technology Specialist 1, SG-14, you must have one year of permanent competitive service in a 52.6 title allocated to a salary grade 12 or above.

70.1 Transfer:
For a 70.1 transfer to a(n) Information Technology Specialist 1, SG-14, you must have one year of permanent competitive service in a 70.1 title allocated to a salary grade 12 or above.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.
For a 55 b/c appointment, you must:
• Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement. (Information Technology Specialist 1 & 2 » Department of Civil Service (ny.gov))
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description • Create directory users, groups, and shares in MS Active Directory.
• Create mainframe users, profiles, and datasets.
• Create, delete, and maintain user accounts for the New York State Payroll System. Code File Tables for the New York State Local Retirement System (NYSLRS) CICS MEBEL regions and NYSLRS Portal.
• Maintain user and group access in Lotus Notes.
• Assist internal and external users, directors, and security officers.
• Assist with granting or revoking user access.
• Respond to and process ad hoc requests for detailed descriptions of customer access and data.
• Troubleshoot, evaluate, and diagnose issues.
• Follow established security procedures.
• Assist in the execution of security audits.
• Assist with Office of the State Comptroller (OSC) applications audits and respond to audit requests.
• Follow established security procedures for audits.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in applying and implementing system security (3 months to less than 1 year).
• Demonstrated coursework in Security Fundamentals: Includes coursework such as fundamentals of operating systems, network, application, and database security.
• Demonstrated experience operating and monitoring security software products that create and manage user accounts to provide access to system resources.
• Demonstrated experience applying information security and information assurance policies, principles, and practices to deliver network services.
• Demonstrated experience maintaining Lotus Notes users and groups.
• Demonstrated experience maintaining MS Active Directory users and folders.
• Demonstrated experience maintaining codes file tables in CICS region.
• Demonstrated experience maintaining users and datasets in Top Secret.
• Demonstrated experience creating and maintaining SQL queries in SQL Server and Oracle.
• Demonstrated experience in computer applications support.
• Excellent verbal and written communication skills, including the ability to effectively communicate with both technical and non-technical staff.
• Excellent organizational skills.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
