Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title. OR Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. The position may be filled at the Program Operations Specialist Trainee 1 level equated to SG-13, ($46,529), Program Operations Specialist Trainee 2 level equated to SG-14 ($49,202) or full performance Program Operations Specialist 1 SG-18 ($61,270), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist1 SG-18 following the successful completion of the traineeship.

Duties Description POSITION DESCRIPTION: The selected candidate will be a vital team member within the Regional Field Office 4 organizational structure. The POS 1 will typically provide support to one designated functional unit within the Regional Field Office but may provide additional or alternative coverage when Regional Field Office needs deem this necessary. The functional units within the Regional Office include: Front Door, Waiver Services, Eligibility, Self-Direction, Housing, Crisis, Property/Development, Fiscal, and Quality Management/Technical Assistance. The selected candidate will work to ensure excellent quality in Regional Office operational standards. Occasional evening and/or weekend work may be required to meet organizational needs. Occasional travel within the 5 boroughs of Regional Field Office 4 may be required.
As a Program Operations Specialist 1, specific duties will include professional, administrative, and technical duties to promote the planning, development, implementation, monitoring, and evaluation of programs and services for individuals with intellectual and/or developmental disabilities.

Primary Duties and Responsibilities:
• Perform technical activities involving the maintenance, review and use of clinical/medical/enrollment/authorization/and property records affiliated with SPS activities in units including Eligibility, Front Door, Waiver, Self -Direction, Housing, Fiscal, Property and Quality Management and Technical Assistance.
• Assists in records maintenance. Ensure records are accurate and complete, manage and secure records and databases
• Ensures compliance with federal and state regulations, i.e. (HIPAA, Mental Hygiene Law).
• Acts as a liaison to select teams to provide record management guidance.
• Provides ongoing training to teams in records management and other areas as needed.
• Responds to record requests to internal and external information requests, subpoenas, and legal.
• Processes transactions in Choices and TABS.
• Provides technical assistance to users of Choices and TABS.
• Assist with planning, implementation, and maintenance of the new Operational Manuals associated with SPS process flow
• Provide supervision, guidance, and oversight to staff and unit leaders within SPS Functional units and intervene and resolve problems regarding records management and review as necessary.
• Utilizes several databases, electronic forms management system, and software to perform required tasks.
• Generates and distributes system reports as scheduled and as requested. Produce reports, tables, and graphs for dissemination by management staff as needed
• Performs quality improvement functions.
• Participates on Local or Statewide Committees, as assigned.
• Occasional travel to other work locations within the Regional Field Office. Performs general office functions. Ability to lift up to 30 pounds. Ability to reach above shoulder level and/or use a step stool. Performs all other duties as assigned.
• Preferred working knowledge in Microsoft Word, Excel, SharePoint, TABS and Access. Strong organizational skills are essential.
• Additional duties may be assigned to assist in supporting Regional Field Office operations.
