Minimum Qualifications Non-Competitive: A Bachelor’s degree in Mathematics, Statistics, Engineering, Biostatistics, Public Health, Epidemiology, or a related degree and four years of professional research experience in an appropriate field.

Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: Strong statistical and data management skills. Advanced knowledge of SAS and/or SQL, Microsoft Excel, Word and Power Point. Experience with data visualization is preferred. Expertise with extracting, merging and linking health care datasets for the application of higher order analysis. The ability to create systems for managing large sets of data and quickly identifying a result. Knowledge of statistical methods and their application for predictive analytics. Excellent communication and organizational skills. The ability to work independently, as well as in a team environment. Understanding of quality measurement or administrative data in health care.

Duties Description The Research Scientist 3 in the New York State Department of Health's Office of Quality and Patient Safety will help to ensure that all New Yorkers irrespective of their person and care setting will have access to health care services that are safe and of the highest quality consistent with the best available evidence. The mid-level researcher will report to the Director of the Bureau of Quality Measurement and Evaluation to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis. The Research Scientist 3 will serve as the Quality Assurance Reporting Requirements (QARR) Unit Director, leading the collection and reporting of quality and satisfaction data, independent original research studies, and supervising lower level staff. This position will be responsible for communication with health plans, oversight and participation in the annual specification development, data collection and validation, public reporting, data posting, and response to ad hoc data requests.
