Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or the Professional Career Opportunities (PCO) Select Titles eligible list may be considered for appointment. Section 70.4 Transfer to Education Finance Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Finance Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list AND possess a Bachelor’s or higher degree.

Section 70.4 Transfer to Education Finance Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Finance Specialist 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list AND possess a Bachelor’s or higher degree AND have two years of professional work experience in an educational agency or facility regulated under federal or New York State education laws, rules, or regulations performing one or more of the following activities: calculating financial support, reviewing criteria and authorizing payments, auditing/reviewing fiscal transaction.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: These positions are eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for three Education Finance Specialist 1 positions in the Office of Early Learning (OEL). This Office provides oversight and technical support to school districts in the development, implementation and evaluation of programs and policies related to educating students in Prekindergarten to third grade that are aligned with the NYS Board of Regents Early Childhood Policy. The Office works closely with parents, early care and education agencies, schools, state agencies and community advocates to coordinate programs and resources, with the goal of making New York’s early learning system as comprehensive and seamless as possible. Duties of these positions include, but are not limited to, the following:

• Desk review fiscal monitoring of LEAs’ use of Universal Prekindergarten (UPK) and Statewide Universal Full-Day Prekindergarten (SUFDPK) funds;
• Provide primary oversight in LEAs compliance with allowable expenditures for UPK programs;
• Provide guidance and technical assistance to LEAs on all the requirements under Commissioner’s Regulations 151-1 related to UPK and SUFDPK;
• Assist in the review and approval of annual FS-10 Proposed budgets, FS-10 Amendments, and FS-10 Final Budgets; and
• Use verification reports for UPK and SUFDPK enrollment to determine a district’s maximum amount payable each program year.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. These positions will require no more than 15% Statewide travel.

These positions may be filled as a traineeship. The starting salaries for these positions are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $46,529 (Trainee 1- NS equated to SG-13)
• $49,202 (Trainee 2- NS equated to SG-14)
• $61,270 (Full Performance level SG-18)

These positions lead to a maximum salary of $77,912 based on annual performance advances and traineeship advances.
