Minimum Qualifications To be considered for appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the direction and guidance of higher-level labor relations staff, the incumbent will assist in the administration of the Employee Relations program. Duties include, but are not limited to:
• Interpret terms of negotiated contracts to various agency personnel to ensure uniform understanding.
• Monitor the timely processing of grievances in accordance with established guidelines.
• Conduct investigation and factual data gathering for grievance and disciplinary matters and submit recommendations as appropriate.
• Draft disciplinary charges, conduct agency level hearings and write decisions.
• Interview employees and supervisors to assist in discipline and grievance investigation.
• May hear formal grievances and conduct disciplinary meetings summarizing the pertinent data and recommending solutions to management.
• Receive notices from the Department of Motor Vehicles concerning changes in driver’s license status and convey that information to the appropriate manager for their attention; search and update the Department’s LENS (License Event Notification System) database.
• May assist in implementing the OTETA program and ensure federal regulations are followed, including maintaining records; arranging for testing as appropriate; communicating with third party administrator, substance abuse professionals, managers, and employees; and resolving questions arising from the program.
• Travel is required.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
