Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate in Education Research, Associate Statistician, and Environmental Specialist 2.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 2 position in P12’s Office of Instructional Support. The incumbent of this position will be reporting to the Senior Advisor for Policy Research & Development, and will support the work of the office, particularly as it relates to research and strategic innovation. Specific projects will include the Performance-Based Learning and Assessment Networks pilot, the Graduation Measures Initiative, and others as identified by agency leadership. Duties of this position include, but are not limited to, the following:

• Collaborate and consult with program leadership to determine inquiries related to program data and provide feedback and instruction to said questions;
• Collaborate with program and data offices to assess agency’s current systems of data collection and related processes including data elements, method of collection, and usability of resulting data to ensure they support the analytic and operational needs of the agency while providing documentation and methods of improvements;
• Collaborate with program and data offices, and project staff to advise on and plan data collection processes and methods for new program needs by compiling and analyzing performance data from other programs and initiatives to provide continuous improvement efforts of the organization;
• Develop, recommend, and evaluate design proposals, implementation plans, and program objectives and outcomes for educational pilot programs, major agency programs, and other new or strategically important educational programs identified by agency leadership;
• Prepare tables, graphs, maps, flow charts, and other figures to present data, proposals, and other program information in an understandable format;
• Provide recommendations for policy development and program improvement, based on program data and current developments in educational research related to agency strategic priorities;
• Assist to identify sample groups, experts, and operating officials who would be appropriate sources of qualitative data for the programs, policies, or processes being studied, develop interview and survey protocols designed to elicit their input, and help to implement those protocols;
• Prepare comprehensive finished reports and other written documents and make presentations explaining the office’s research and evaluation work and presenting the findings and recommended resolution of improvement of all phases of studies and analyses; and
• Supervise project staff employed by the Office of Policy Research & Development and the Regents Research Fund.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position leads to a maximum salary of $100,342 based on annual performance advances.
