Minimum Qualifications "Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer, via 52.6 or 70.1, to a Health Program Administrator, Grade 18.

Preferred Qualifications: The preferred candidate will have the ability to effectively work in a fast-paced office and prioritize multiple assignments. They will have excellent organizational and analytical skills; experience with reviewing reports and interpreting data; experience interpreting State and federal regulations; excellent verbal and written communication skills; strong interpersonal skills; the ability to work independently as well as part of a team; and proficiency using Microsoft Office programs.

Duties Description "The Health Program Administrator (HPA) will work in the Bureau of Supplemental Food Programs (BSFP), Food Delivery and Vendor Management Section (FDVMS). BSFP administers the New York State Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The FDVMS is responsible for all WIC food and vendor management activities including but not limited to review and approval of all WIC foods, cost containment analysis, daily reconciliation of redeemed benefits and contract management of Vendor Management Agencies (VMAs). The VMAs carry out activities pursuant to policies and procedures set forth by federal and State regulations and State program policies with the primary objective to maintain sufficient vendor access to meet participant needs.

The HPA will be responsible for researching and interpreting federal and State regulations and WIC Program policies related to food delivery and vendor management to ensure vendor compliance and carry out program activities. The HPA will engage in data analysis for the purposes of required reporting and program improvement. This position will serve within the eWIC team and is responsible for eWIC Electronic Benefit Transaction (EBT) equipment and technical assistance, including communication with retail vendor IT and corporate managers. The HPA will assist with outreach to vendors and other stakeholders to assess the potential for flexible shopping solutions, participate in eWIC-related workgroups and meetings, handle help desk tickets related to transaction issues, conduct new vendor system certifications, and other tasks related to the management of the EBT processor contract and daily eWIC settlement activities. This position is responsible for tracking required reporting deadlines and the completion of certain State and federal reports."

Additional Comments "Full-time, contingent permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
