Minimum Qualifications Non-Competitive: possession of a license and current registration to practice nursing in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.
Reassignment: Current New York State Department of Health employee with service in the Health Care Surveyor 2 (Nursing), Grade 20, title.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
Duties Description HCS 2 (Nursing) incumbents within the State Disability Review Unit perform disability determinations for Medicaid purposes by processing Aid to Disabled disability determinations for all counties including NYC’s pooled trust, Medicaid Buy-in Program for Working People with Disabilities (MBI-WPD) and Children included in the Consolidated Waiver. The disability process involves a step-by-step evaluation of the client’s impairments and their ability/inability to perform work. HCS 2 (Nursing) staff review medical evidence and determine if the client’s condition meets the definition of a disability, using a sequential evaluation process based on established federal criteria, the same criteria used by the Social Security Administration.
Additional Comments For the duration of the HELP Program, this title will be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELP program (March 31, 2024), employees hired under the HELP Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
Maintaining registered professional nurse licensure is a condition of continued employment for this position. The posted salary range includes an Increased Hiring Rate at Step 4 of the Grade 20 Professional, Scientific, and Technical (PS&T) salary schedule, and a Geographic Pay Differential of $20,000.
