Minimum Qualifications "Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer, via 52.6 or 70.1, to a Health Program Administrator, Grade 18.
Public Candidates: Active list candidates on the Professional Career Opportunities (PCO) eligible list #26-872 with a reachable score, OR qualified 55-b/c candidate in possession of a bachelor's or higher degree."
Preferred Qualifications: The preferred candidate will have the ability to effectively work in a fast-paced office and prioritize multiple assignments. They will have excellent organizational and analytical skills; experience with reviewing reports and interpreting data; the ability to interpret State and federal regulations; excellent verbal and written communication skills; strong interpersonal skills; and the ability to work independently as well as part of a team. They will also be proficient with Microsoft Office programs (Word, Excel, Access, PowerPoint, Outlook, and SharePoint).

Duties Description "The Health Program Administrator (HPA) will work in The Bureau of Supplemental Food Programs (BSFP), Food Delivery and Vendor Management Section (FDVMS). BSFP administers the New York State Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The HPA will be responsible for researching and interpreting federal and State regulations and WIC Program policies related to food delivery and vendor management to ensure vendor compliance and carry out program activities. The HPA will collaborate and support the work of the Vendor Management Team, Vendor Management Agency (VMA), and New York State WIC Vendors, and will assist in the management of the VMA contract.
This position will serve within the Vendor team and be responsible for reviewing vendor applications, help desk tickets, complaints (participant and vendor), recording and processing application submissions, assisting in troubleshooting issues that arise from the management information system (MIS) and other software applications, and reviewing and completing test plans and user acceptance testing (UAT). The HPA will be responsible for training and communicating with VMA staff, conducting meetings with both internal and external stakeholders, and reviewing and updating policies and procedures. They will run reports, analyze data, and report their interpretation of the results.

Additional Comments "Full-time, contingent permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
