Minimum Qualifications "Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer, via 52.6 or 70.1, to a Health Program Administrator, Grade 18.
Public Candidates: qualified 55-b/c candidate in possession of a bachelor's or higher degree."
Preferred Qualifications: The preferred candidate will have experience with the Statewide Financial System, Grants Gateway, contract management, development and implementation of program policies and procedures, and strong data collection and analytical skills. They will have experience supervising paraprofessional and/or support staff, and good writing and communication skills.
Duties Description "This Health Program Administrator (HPA) position is in the Bureau of Supplemental Food Programs Fiscal Management Section (FMS). The FMS is responsible for fiscal oversight and management of the New York State (NYS) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Currently, the NYS WIC program serves a monthly caseload of approximately 425,000 participants through over 85 local WIC agency grant contracts valued at $135 million.
The HPA will be responsible for WIC local agency contract management, contract renewals, and contract budget review; review of monthly requests for reimbursement; and monitoring local agency compliance with WIC policy and federal regulations. The incumbent will also provide support to staff within the unit with data collection, federal reporting, and other assignments as needed."
Additional Comments "Full-time, permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
