Minimum Qualifications Candidates must have been admitted to the New York State Bar and must have had four years of experience in the practice of law subsequent to admission to the Bar.
Preferred Qualifications:
Experience with statutory and regulatory framework of the NYS Medicaid program. Knowledge of and experience in NYS’s legislative and regulatory processes. Supervisory experience. Skilled at negotiation. Experience with tight timelines and quick turnaround expectations.
Duties Description Oversee the legal review of issues relating to Medicaid, including but not limited to: Managed Care, Child Health Plus (CHIP), Elderly Pharmaceutical Insurance Coverage (EPIC), Medical Indemnity Fund, and Medicaid waivers. This will include review and approval of regulations, contracts (including procurement contracts), State Plan Amendments, legislation, communications from the Department, litigation, and other documents. Directly provide legal advice to Medicaid program staff, DOH senior and executive staff, and, when authorized, the Executive Chamber. Assist the Director by acting as a communication link to the General Counsel, DOH executive staff, other agencies, and the Executive Chamber. Provide legal expertise during the state Budget process, including negotiations, bill drafting, and liaising between various DOH programs. Keep abreast of current federal, state and local issues as they relate to the Medicaid program. Supervision/administration of a team of attorneys, including:
- Review and approval of regulations, contracts, and other documents, follow-up to ensure that assignments are completed properly, and review of assignments for quality of legal work.
- Delegation of assignments to attorneys within the bureau.
- Supervision of time records.
- Management of human resources issues as they arise.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
