Minimum Qualifications Grade 14 - Bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, epidemiology, health informatics, data analytics, public administration, government analytics, or related degree. Related degrees may include economics, computer science, bio-informatics, physics, genetics, social sciences, analytics, or engineering and one year of post-degree professional research experience in an appropriate field. Thirty (30) graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

Preferred Qualifications: Strong statistical and data management skills. Experience in data analysis, management, and validation. Proven experience developing statistical programs in SAS, SQL, or R to compose research and reporting databases for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Experience developing and applying algorithms to link health care data across multiple data sources. Experience with visualization software such as Tableau is a plus. Proficiency with Microsoft Excel, Word, and Power Point. Excellent communication, organization, and program management skills. Duties Description The Assistant Research Scientist, Research Scientist 1/2 position will work within the Center for Applied Research and Evaluation and will assist in a broad range of research, analysis, reporting, and evaluation activities. The Research Scientist will work under the direction of a senior level Research Scientist and will perform research and analytical activities including, but not limited to: Participate in problem definition, environmental scans, and literature reviews; Conduct relational data management in preparation for higher order analytics, statistical analysis for identification and measurement of health care quality indicators, and institutional and patient safety events; Evaluate various data sources for robustness and quality; Contribute to reports of Vital Statistics, clinical care improvement, population health improvement, and patient safety; Perform descriptive and inferential analyses using datasets such as Statewide Planning and Research Cooperative (SPARCS) discharge data, Vital Statistics and All Payer Database (APD) claim data to support Department-wide efforts in system transformation, COVID-19, primary care, maternal and child health, cardiac care, opioid-related overdoses and mortality, stroke, and sepsis; Develop statistical programs to extract, collapse, and analyze data from large data sources and apply iterative matching algorithms to link data; Support requests for customized reporting and extracts of Vital Statistics, SPARCS, and other health data; Collaborate with other research scientist and analytical staff on all phases of research; contribute to healthcare policy recommendations based on applied research findings; and Assist in the preparation of statistical briefs and manuscripts for publication.
Additional Comments If appointed as an Assistant Research Scientist, the incumbent will assist other research staff with these duties; if appointed as a Research Scientist 1 level, the incumbent will be expected to perform these duties under general supervision; if appointed as a Research Scientist 2, the incumbent will work with more independence.
